office, he may, in addition to the remedy on his bond, be fined by the
Mayor, at his discretion, not exceeding ten dollars for any one offense, and
for the payment of such fine his bond shall be responsible. Any officer
may be dismissed by the Council at its discretion.

953. (A) The Council shall have power to pass all ordinances neces-
sary for the good government of the town; to prevent, remove, and abate,
or cause to be removed or abated, all nuisances or obstructions in or upon
the streets, sidewalks, highways, alleys, drains, sewers or water courses,
or in or upon lot or lots adjacent thereto; to provide for imposing a fine
or fines upon a person or persons causing, creating or maintaining any
such nuisances or obtsructions; to remove, or cause to be removed, houses
or other obstructions or objects that may be dangerous to property, health,
or persons living therein or passing along or over the highways of the
town, or residing in the neighborhood thereof; to make reasonable regu-
lations in regard to buildings to be erected in said town, and to grant build-
ing permits for the same; to establish the grades of the streets, gutters
and sidewalks of said town, fix the width thereof and describe the material
of which they shall be constructed; to cause the sidewalks along the public
streets to be graded, paved, repaved or improved at the cost and expense
of the owners of the abutting property, which costs, in case the work is
done by or by the order of the Mayor and Council, shall be a lien on such
abutting property and recoverable by action of law, or in the manner
provided by law for the collection of delinquent general taxes of the town
or delinquent State and county taxes; to compel, by fines or otherwise, the
owners of properties of any such lot or lots to grade, pave or repave the
sidewalks, or set curbs in front thereof, agreeable to ordinances which
may hereafter be passed; to cause drains and sewers to be laid, paved,
kept in repair and cleaned; to purchase, lease, accept or receive such real
and personal property as may be necessary or proper for municipal pur-
poses, and to control, dispose of and convey the same for the benefit of
the town; to erect and maintain such buildings for municipal purposes
as they may deem necessary and proper; to construct and maintain public
works for supplying the town with artificial light, water or other purpose
which they may deem necessary, proper and beneficial for said town; to
cause the public streets and public buildings to be lighted, supplied with
water or other conveniences, as they may deem necessary and proper; to
establish and regulate a fire department, and provide such means, engines,
apparatus, measures or materials for the prevention or extinguishment
of fires as they may deem necessary; to permit, under such restrictions
as they may deem proper, the laying of railroad tracks and the running
of cars drawn by horses, steam, electricity or other power thereon; the
laying of gas or water pipes in the public streets, and to construct and
maintain and permit the construction and maintenance of telegraph, tele-
phone and electric lines therein, and they shall impose such restrictions
and conditions upon the location and maintenance of gas, electric light
