rules of the force, and appoint other officers in the place of any removed
or suspended, or to impose a reasonable fine for any breach of duty, to be
deducted from his pay; and in case of a necessity at any time for an in-
crease of such police force in the judgment of the County Commissioners
for the preserving of the peace, they shall have the power to temporarily
appoint such additional police officers for such length of time and at such-
compensation as in their discretion shall be required.

170. It shall be the duty of said policemen at all times of the day
and night, when on duty under the direction and orders of the chief of
police, to preserve the public peace, prevent crime being committed, and
protect the rights of persons and property, and to arrest all offenders
against the laws of the State, and to take all such offenders before the
police justice of said Fifth Election District, and to this end they shall
have all the power and authority of county constables.

171. The pay of each of the police officers shall be one hundred ($100)
dollars per month. The County Commissioners in making their levy
shall provide for the payment of the salary of said officers monthly. It
shall be the duty of the County Commissioners to arm and equip said
policemen and make such rules and regulations for their proper conduct
and discipline as may be deemed best to insure their efficiency.

172. The lock-up or guard house in Brooklyn shall be under the con-
trol and supervision of the sheriff of the county.

173. It shall be unlawful for any person to ride or drive any horse
or other animal over public roads and highways within the limits of
Brooklyn and South Baltimore, in Anne Arundel County, at any rate of
speed exceeding eight miles per hour; any person violating the provisions
of this section shall, on conviction before a justice of the peace, be fined
a sum not exceeding twenty dollars, to be paid to the County Commission-
ers of said county for the use of the public roads.

174. The Brooklyn and Curtis Bay Light and Water Company, shall,,
on or before the 1st day of November, 1914, cause to be installed to,
into and throughout the town of Brooklyn in Anne Arundel County,
the water mains and pipes prescribed by the order of the Public Service
Commission passed on the 30th day of April, 1912, in the matter of
the complaint of the Brooklyn Improvement Association against the
Brooklyn and Curtis Bay Light and Water Company, and thereafter
