furnish to the citizens of said town of Brooklyn in Anne Arundel County,
an adequate supply of water through and by means of the mains and
distribution system so directed to be installed; and in case the said
Brooklyn and Curtis Bay Light and Water Company shall not, on or
before said 1st day of November, 1914, cause to be completed the in-
stallation of pipes and mains prescribed by said order, then, from and
after said 1st day of November, 1914, said charter rights and franchises
of said Brooklyn and Curtis Bay Light and Water Company, its suc-
cessors and assigns, ever thereafter, to install or maintain gas or water
pipes or furnish gas or water in said village of Brooklyn or its vicinity,
or to use the streets, roads or highways thereof for either of such pur-
poses, shall forever cease and be determined whether said right or rights
be claimed to exist under the original certificate of incorporation of said
company, under Chapter 471 of the Acts of 1892, under any Public
General Laws of this State or under any Public Local or other laws of
this State.
BUILDING PERMITS.

175. Hereafter no building or structure of any kind whatsoever, ex-
ceeding in value one hundred dollars ($100) shall be erected or con-
structed in Anne Arundel County by any individual, firm or private cor-
poration without a permit in writing first being obtained from the County
Commissioners of said county, signed by the President of the Board and
attested by the clerk thereof; the applicant for such permit to pay to
the County Commissioners the sum of twenty-five cents therefor. And
provided further that no application for permit shall be considered, and
no permit granted, unless and until the applicant file with the Board of
County Commissioners, or the clerk thereof, plans and specifications
showing the nature and character of the building proposed to be erected,
which application together with the said plans and specifications, shall
first be passed on and approved by the Board of County Commissioners
before the issuing of any permit. And provided, further, that the County
Commissioners of said county shall have, and they are hereby given, au-
thority to prescribe such regulations, not inconsistent with this Act, as
they may deem expedient for securing a full and fair consideration of
such applications before passing upon the same.

176. Any owner, agent, builder or contractor who shall erect or under-
take the erection of a building or structure of any kind, in said county
without having obtained a permit as aforesaid, shall forfeit and pay to
the County Commissioners for Anne Arundel County a fine or penalty
of twenty-five dollars ($25), said fine or penalty to be a lien on the build-
ing and to be collected by the said County Commissioners in an action
of debt brought in their name before any justice of the peace of said
county or by proceedings in equity for the enforcement of such lien.
