3800 ARTICLE 17.

served upon said town Treasurer either personally by any of said Com-
missioners or by posting a copy of the same at the last regular meeting
place of said Commission or by mailing a copy of same to the last resi-
dence or business address given by said town Treasurer to said Commis-
sion.

(H) It shall be the duty of said town Treasurer, within five (5) days
(including Sundays and legal holidays) after being served with the notice
referred to in paragraph G, to make to said Commission another and accu-
rate monthly report or satisfactorily explain to said Commission such part
or parts of such report as shall have been disapproved by said Commis-
sion. Such explanation shall be in writing and signed and sworn to by
said town Treasurer. If such town Treasurer shall make such new report
or furnish a sworn statement explaining the report that shall have been
disapproved, it shall be the duty of said Commission to examine such new
report or explanation and approve or disapprove of the same in the same
manner as is provided for in paragraphs F and G of this Section.

(I) If said Treasurer shall fail or neglect, to make such regular month-
ly reports, or shall fail or neglect, upon the disapproval by said Commis-
sion of any such report, to make another and accurate report or explain
satisfactorily to said Commission such part or parts of such report as
shall have been disapproved by said Commission, or if said town Treas-
urer shall otherwise fail or neglect diligently, faithfully and honestly to
discharge all the duties of his office, including the duty of attending meet-
ings of said Commission, said Commission may remove said town Treas-
urer from the office of town Treasurer, and, by resolution entered in the
minute books of said Commission, appoint another person to the office of
town Treasurer. Provided, however, that nothing contained in this para-
graph shall in any wise affect the general power of said Commission to
remove a person from the office of town Treasurer as provided in para-
graph L of Section 264 of this Article; and Provided, further, that noth-
ing contained in this paragraph shall in any wise affect the liability of
the person so removed from the office of town Treasurer or the liability
of the surety or sureties on his bond.

(J) The town Treasurer shall attend all meetings of said Commission
and shall act as Clerk to said Commission and shall keep the minutes of
the same. Provided, however, that said Commission may, by resolution,
appoint another person to keep such minutes whenever in the judgment
of said Commission the welfare of said town requires such action; and,
in making such appointment, said Commission may appoint one of its own
members or other proper person.

272. (A) The Cottage City Commission shall have power to pass and
enact such ordinances, consistent with law, as said Commission may deem
proper for carrying into execution the provision of this charter or for the
good government of said town. Provided, however, that no such ordinance
or ordinances shall have any force or effect unless and until the same shall
