said Commissioners, for the faithful performance of such contract, and to
require a similar bond of any of the agents or employees appointed by
said Commissioners under the authority of this Article.

755. The County Commissioners of Montgomery County may, after
the passage of this Act, appoint, if in their judgment it is advisable,
a man of good judgment and having the necessary technical qualifica-
tions and experience in road building to perform the duties of the office
as Montgomery County Road Superintendent; determine the amount of
the bond which he shall give; fix his salary at not exceeding eighteen hun-
dred dollars ($1,800.) per annum, payable monthly, and may remove
said County Road Superintendent, upon written charges after an oppor-
tunity to be heard not less than five days after the service of such charges,
when in their judgment, it is best for the public interests; and upon the
death, resignation, vacancy or removal of said superintendent may appoint
a successor with the same rights and obligations. The term of office of
said Road Superintendent shall be for two years unless removed as herein
provided. Said Road Superintendent shall incur no expenses and receive
no additional allowance for services without authority from the County
Commissioners first had and obtained; should any such additional allow-
ance be made by the County Commissioners the same shall be charged
against the general bridge fund, and when such additional allowance is
for expenses incurred for any special road or bridge such expenses shall
be charged against such road or bridge fund. The Road Superintendent
for Montgomery County shall inspect the roads and bridges in each dis-
trict as often as may be necessary to thoroughly familarize himself with
the condition and the requirements of the County generally, and recom-
mend to the said County Commissioners such repairs and improvement?
as he may think advisable; he shall make such general or special examina-
tion of any road or bridge as may be required by said Commissioners, and
he shall submit plans and specifications and make estimates for the con-
struction, repairs or improvement of any particular road or bridge author-
ized by said County Commissioners; such plans and specifications when
adopted by the board shall not be changed except by a majority vote of
the full board; said road superintendent shall inspect or cause to be in-
spected and report on all material to be used on the roads and bridges,
and supervise the work done on the bridges, and on stone or other perma-
nently improved roads, and see that all contracts in reference thereto are
faithfully executed; he shall have supervision subject to the control of
the said Commissioners of the operation, preservation and repair of road
making and road maintaining machinery and equipment, and of machin-
ery, tools and equipment for quarrying and crushing stone; he shall sub-
mit to the said Commissioners a comprehensive plan for the maintenance
of the roads, and shall, when requested by said Commissioners, give in-
structions to the foremen or other person in charge of such repairs as to
