when required by the said County Commissioners, who shall recommend
to the board the manner in which the work shall be done, and if by con-
tract, bids for the work shall be invited by reasonable publication; such
bids when publicly opened and read shall be referred to the said road
superintendent for analysis and report, and no adverse action on the rec-
ommendations of the said road superintendent shall be taken except by
majority vote of the full Board of County Commissioners. All materials
and supplies, machinery and equipment to be used on the roads and bridges
involving a cost of more than two hundred and fifty dollars ($250.00),
shall be contracted for after requesting bids for the same by reasonable
publication in the county papers as the said Commissioners may designate.
All said material and supplies, machinery and equipment, shall be sub-
ject to the approval of the county road superintendent when said approval
is requested by the County Commissioners. Said County Commissioners
shall purchase all stonecrushers, rollers, scrapers and road material equip-
ment and appliances for use in connection with such roads, after referring
the same to the said road superintendent and receiving his recommenda-
tion thereon. Said County Commissioners shall and may adopt all neces-
sary and reasonable rules, regulations and orders with reference to the
proper use, care, repair, improvement, construction and maintenance of
the County roads and bridges, and shall have power to make all such rules
and regulations with reference to the use of the roads, streets, avenues,
lanes, alleys and bridges of the county by telephone and telegraph com-
panies, steam railroads and street railway companies, gas, water and elec-
tric light companies, and similar uses thereof as the County Commission-
ers may consider necessary for the proper protection of said roads, streets,
avenues, lanes, alleys and bridges of the county, and the rights of the
public therein, and shall impose reasonable penalties for the violation of
all such rules and regulations, and make other necessary provisions for
the enforcement thereof, and shall have the right from time to time to
change or alter the same, and all such rules and regulations when adopted
and recorded in a book or books kept for the purpose shall have the force
and effect of municipal ordinances regularly adopted by authority of the
General Assembly of the State of Maryland. The constables of the county
shall be charged with the duty of enforcing all such rules and regulations;
and in addition to the other methods of enforcing compliance with such
rules and regulations, said County Commissioners shall have the right to
apply to the Courts of Equity of the State for an injunction to enforce
compliance therewith, in which case it shall not be necessary to make other
Jurisdictional averment than the threatened breach of such rules or regu-
lations; and said courts shall have jurisdiction to grant such injunctions
on such allegations being made. A certified copy of any such rules and
regulations shall be deemed proper evidence of the same in any of the
Courts of this State. The said County Commissioners, in connection with
the performance of their duties under this Act, shall have power to require
any party or corporation with whom a contract is made to do work, or
furnish supplies or materials, to give bond, with surety to be approved by
