the places most in need of repairs, and the manner in which the work
shall be performed, and shall assist the said County Commissioners in
any other manner they may require; he shall have full power to suspend
work being done under contract if the same is not, in his judgment, being
done in accordance with the terms of the contract, his action in this re-
spect to be forthwith reported to the said County Commissioners for their
final action and control; and said County Commissioners shall have the
right to require said road superintendent to endorse his recommendation
upon any and all bills growing out of such contract before paying the same;
no contract for any machinery, equipment, labor and materials for any
bridge or any macadam or any permanently improved road in the county
shall be entered into by said road superintendent without the authoriza-
tion of the County Commissioners first had and obtained; neither the road
superintendent for Montgomery County nor any assistant under him shall
have pecuniary interest in any such contracts, and the road superin-
tendent for Montgomery County shall annually on or before the first day
of February in each year make a written report to the said County Com-
missioners covering the following points: An inventory of the road ma-
chinery, tools and equipment of the county, the condition of the roads of
the county and improvements that have been made in each district in the
twelve months ending December 31 of the previous year; the amount and
kind of material used in each road, with a detailed statement of its cost,
and the amount and cost of labor on each road. The report shall contain
a concise statement of the amount of money expended in each district for
all road work, making proper allowance where a road" divides two dis-
tricts, which concise statement shall be published by the said County
Commissioners in two county papers twice during the month of February
in each year; provided that nothing contained in this section shall be con-
strued to affect the term of office of the present road superintendent, who
shall continue to hold his office until the first day of May, in the year nine-
teen hundred and eighteen; and such road superintendent shall perform
such other duties in connection herewith as may be designated by said
County Commissioners.

756. Whenever the owners of property binding upon any public road
or street may desire to have the same improved to an extent beyond that
Contemplated by the said County Commissioners, then, if the owners of
two-thirds of the linear feet of property binding on such road or street shall
petition the said Commissioners for such improvement and deposit with
the Commissioners a sufficient sum of money, the same to be determined
by the said Commissioners, to cover the costs of necessary surveys and
other necessary expenses of preliminary examination, it shall be the duty
of said Commissioners to appoint three examiners, one to be selected by
the petitioners, one to be a member of the said County Commissioners, and
the other the road superintendent of said county, to examine into and re-
