104. The County Commissioners of Allegany County shall in the an-
nual levy of the funds of said county, levy and appropriate the sum of
seventeen thousand seven hundred dollars to the incorporated towns of
said county, to be appropriated amongst the respective towns of said county
as follows: The City of Cumberland, seven thousand six hundred and
thirty dollars; the town of Frostburg, two thousand six hundred and sixty
dollars; the town of Lonaconing, one thousand four hundred and ten dol-
lars; the town of Westernport, two thousand and twenty dollars; and the
town of Midland, eight hundred and forty dollars; and the town of Barton,
one thousand two hundred and forty dollars; the town of Luke, one thou-
sand nine hundred dollars; the same to be paid to the respective treasur-
ers of said city and town not later than the first day of December in each
year following said levy, and all to be expended upon the streets and high-
ways of said city and towns.
The County Commissioners of Allegany County shall further increase
the appropriation to any incorporated city or town in Allegany County on
the basis of $1,000.00 per mile whenever such city or town expands its
corporate limits to include additional mileage of county roads.

105. The County Commissioners are authorized and empowered to
have all the buildings belonging to said county insured, in such sum or
sums as they may deem necessary, in some well-known, reliable fire insur-
ance company or companies, and shall provide annually for the payment
of such premiums as may be charged upon such policies of insurance as
aforesaid.

106. AH accounts against the County Commissioners of Allegany
County or against any of the institutions of said County or for any serv-
ices rendered for or on behalf of the County Commissioners or any of the
County institutions, except salaries provided for by law or by said County
Commissioners, shall not be payable nor shall the County Commissioners
be liable therefor unless the same shall be verified by affidavit made before
a Justice of the Peace or Notary Public of said County, or before the
Clerk of the Circuit Court for said County, and all bills incurred by the
said County Commissioners or by or on behalf of any of the institutions
of said County, shall be paid by the draft of the Clerk of the County
Commissioners, countersigned by the President of the County Commis-
sioners, and drawn on the Treasurer of said County.

107. It shall be the duty of said County Commissioners to publish by
one insertion in some one or more newspapers having general circulation
in Allegany County the quarterly reports of the County Treasurer made
to said County Commissioners; and it shall also be the duty of said County
