36 ARTICLE 1.

Commissioners annually at the end of each fiscal year to cause to be pub-
lished by one insertion in some one or more newspapers having general
circulation in Allegany County a detailed and complete statement of the
financial condition of said county.

108. At the General Election for county officers for Allegany County
to be held in said county in the month of November, nineteen hundred
and thirty, and every four years thereafter, a County Treasurer shall be
elected by the qualified voters of said county, who shall hold the office of
Treasurer for a term of four years from the first day of April next after
his election and qualification, or until his successor is elected and qualified,
and the Treasurer so elected shall be continuously eligible for re-election
to said office, and shall be subject to removal from his said office for any
neglect of duty or misbehavior in office at any time, by the County Com-
missioners of said county; the said Treasurer so elected shall give bond as
directed in Section 111 of this Article, and said Treasurer, before pro-
ceeding to exercise the duty of his said office shall take and subscribe an
oath, before the Clerk of the Circuit Court of Allegany County such as
is taken in cases of similar trusts, and shall not, during the term of his
office as such treasurer hold any other office, either municipal or county,
State or Federal. And in the event of the removal of such treasurer by
death, resignation or otherwise, the County Commissioners of said county
shall appoint some other person, a citizen of said county, to hold said office
for the unexpired term of the treasurer so removed.

109. It shall not be lawful for the said treasurer during his continu-
ance in office, to have, hold, purchase or acquire, for his own use, either
directly or indirectly, any claim on or against the said county or any share
or interest therein whether the same has been or is about to be passed upon
and approved by the County Commissioners, or to receive, enjoy or par-
ticipate in any benefit, profit or emoluments arising from any such claim
and demand, or from any agreement of contract made and entered into
by the County Commissioners of said county, except such claims, demands
and agreements as arise directly to and with himself, under and in the
discharge of the duties of his office.

110. The said treasurer shall occupy an office in the Court House or
in some other convenient place in the City of Cumberland to be desig-
nated by the County Commissioners, and shall keep his office open for
business from ten o'clock, A. M. to three o'clock, P. M., every day in the
week, except Sunday and legal holidays, unless a temporary leave of ab-
