SHERIFF.

450. The Board of County Commissioners of Harford County are au-
thorized and directed to levy for and pay to the Sheriff of Harford Coun-
ty, annually, in equal monthly payments, the sum of twenty-five hundred
dollars, and said Sheriff shall also be allowed the sum of four thousand
dollars annually, to be levied by said Board of County Commissioners
of Harford County and paid to said Sheriff by said County Commissioners
in equal monthly payments, for all expenses of his office, including two
regular deputies, clerical force and assistance, and other necessary depu-
ties to assist him in the discharge of his duties, which sums shall be in
full for all claims of said Sheriff against Harford County or said Board
of County Commissioners, for his care, labor, responsibility and expense
in discharging the duties of his office, including the keeping safe in jail
the prisoners committed to his custody, the cooking and serving to said
prisoners, the provisions provided for them by said Sheriff, the necessary
washing for said prisoners and keeping the jail in cleanly condition; and
said Board of County Commissioners shall not pay said Sheriff for any
services he may render in the discharge of his official duties any further
or other compensation, and shall not be in any way liable for any other
fee or compensation whatever, to said Sheriff than as above provided for
the discharge of his official duties, except as follows: For exery execu-
tion of the sentence of death by said Sheriff upon any person convicted
of a capital offense, they shall pay him the sum of three hundred dollars;
for carrying and conveying any person or persons under sentence to any
State institution or to or from any jail of any other county or to the jail
or station houses of the City of Baltimore, or to or from any other place
of confinement beyond the limits of Harford County, under the sentence
or final order of any authorized judicial authority, the said Board of
County Commissioners shall pay unto the said Sheriff his actual car fare
or actual cost of transportation, together with the actual car fare or actual
costs of transportation of such person or persons so carried or conveyed
to the place or places above mentioned, and except also the allowance for
the keeping and boarding of prisoners confined in the jail of Harford
County as hereinafter provided, and for all fuel and light needed for the
comfort of the prisoners in said jail.

451. It shall be the duty of the said Sheriff to keep a correct and full
statement or schedule of all persons committed to the said jail of Har-
ford County, showing the length of time and the offense for which they
are committed, and the name of the officer by whom committed, which
statement or schedule, together with all books, papers and commitments
kept by him, pertaining to prisoners in the said jail shall at all times be
open to the inspection of any person or persons; and at the first meeting
of the Board of County Commissioners of said County, in each and every
