2984 ARTICLE 13.

viction thereof, be fined not less than fifty dollars nor more than three
hundred dollars for each offense.

355. Should any resident of the City of Havre de Grace protest against
the granting of such license to any applicant, the said clerk shall hear the
said protest, after reasonable notice to both protestant and applicant, and
upon such evidence as either party may offer, and determine whether or
not such license shall be granted; and from his determination either
party may appeal to the Circuit Court for Harford County within five
days from the date of such determination. The said appeal shall be
promptly heard by said Court upon such evidence as may be material
and offered by either party and the decision of said Court shall be final.

356. No license to sell spirituous or fermented liquors in said city
shall be granted any applicant therefor until such person shall file a
written affidavit sworn to before said clerk, that said applicant has bona
fide, and without intending to evade the spirit and meaning of said sec-
tions of this subtitle of this Article, duly provided, and will at all times
during the continuance of said license, maintain and keep for use at least
six sleeping chambers, and at least six beds with sufficient covering there-
for, and will haive upon the first or second floor of such hotel a dining
room of at least two hundred square feet floor space, with dining accommo-
dations therein at all times for at least twenty guests, a ladies' parlor of
at least one hundred and fifty square feet floor space, and an office and bar
on the ground floor thereof; and in which shall be stated the name and
residence of the applicant and the location of the premises on which the
business is to be conducted, with the name of the owner thereof, and that
said applicant has not been convicted of a violation of any of the pro-
visions of this subtitle of this Article.

357. No license to sell spirituous or fermented liquors in said city
shall be granted any applicant who has complied with the three preceding
sections until said applicant shall have paid to the Clerk of the Circuit
Court of Harford County the sum of eight hundred dollars, and the further
sum of five dollars for approving and filing the said bond and other papers,
and for his other costs and charges in issuing the said license, which said
sum of money collected by the Clerk for the license aforesaid the said
Clerk shall pay over to the Mayor and City Council of Havre de Grace
within thirty days after it has been received by him, without any abate-
ment or deduction whatever, and the said Mayor and City Council shall
apply all such sums so received by them: First, to the payment of the
interest on the bonded indebtedness of said city, and "whatever surplus
remains after the payment of said interest shall be paid over to and
become a part of the sinking fund of said city to pay the principal of said
bonds at their maturity.
