HARFORD COUNTY. 2939

has received the highest number of votes cast at said Primary Election for
any Candidate residing in said District shall be the Nominee of said party
from said Commissioner District No. 3, and the Candidate for nomination
for said Office of County Commissioner in any party participating in said
Primary Election, residing in Commissioner District No. 4, who has re-
ceived the highest number of votes cast in said Primary Election for any
Candidate residing in Commissioner District No. 4, shall be the Nominee
of said Party, from said Commissioner District No. 4; and the Candi-
date for Nomination for said Office of County Commissioner in any party
participating in said Primary Election residing in Commissioner District
No. 5, who has received the highest number of votes cast in said Primary
Election, for any Candidate residing in said District shall be the Nomi-
nee of said party from said Commissioner District No. 5. Candidates for
said office may be nominated other than at Primary Election in the man-
ner prescribed by Section 51 of Article 33, of Bagby's Code of Public
General Laws of Maryland, in which case their certificate of nomination
shall contain in addition to the other information required by law, a state-
ment that the applicant is a registered voter in and a taxpayer and resi-
dent of the Election District of which he claims to be a registered voter,
and any person whose nomination shall be so certified, shall be placed
on the ballot at the ensuing general election as a Candidate for the Office
of County Commissioner of Harford County. At the next ensuing Gen-
eral Election, at which County Commissioners are to be elected and every
two years thereafter the Board of Supervisors of Election shall place on
the General Ticket to be voted for, by the qualified voters of Harford
County the names of all persons so nominated for the Office of County
Commissioner of Harford County, and the five candidates for said office
who shall at such election, receive the highest number of votes cast for
Candidate for said office shall be returned and become County Commis-
sioners for Harford County.

and each and every part and section thereof is made dependent upon each

217. The said County Commissioners shall meet at their office in Bel
Air for the transaction of the business of their office at least one day in
each week, but not more than two days in each week, except from the
first Monday in September until the annual levy is made in each year
