2938 ARTICLE 13.

1916, ch. 680, sec. 191. 1916, ch. 424, sec. 58D.

214. Harford County is hereby divided into five districts to be known
as Commissioner Districts, said districts to be as follows: The First
Election District as now constituted shall constitute and be Commissioner
District No. 1 of said County; the Second and Sixth Election Districts,
as now constituted shall constitute and be Commissioner District No. 2
of said County; the Third Election District, as now constituted shall
constitute and be Commissioner District No. 3 of said County; the Fourth
Election District, as now constituted shall constitute and be Commis-
sioner District No. 4 of said County, and the Fifth Election District, as
now constituted shall constitute and be Commissioner District No. 5 of
said County. Five persons who shall be residents, voters and taxpayers
of Harford County shall be elected by the qualified voters of Harford
County, and the five persons so elected shall compose and constitute the
Board of County Commissioners of Harford County. In the event of a
vacancy, caused by death, resignation or otherwise, the person appointed
to serve as his successor shall be a registered voter; resident and taxpayer
of Harford County.

215. The Board of Supervisors of Election of Harford County, prior
to any Primary Election at which Candidates for the office of County
Commissioner for Harford County may be selected, shall require that
each Candidate for the office of County Commissioner of Harford County,
shall in addition to the other statements, required by law, embody in his
certificate of nomination a statement that he is an actual resident of the
Election District of Harford County, of which he claims to be a regis-
tered voter, and in preparing the official ballots for use in such primary
election where candidates for such office are to be selected, said Board
of Supervisors of Election shall cause them to be so printed and arranged
as to contain under the denomination of County Commissioners the names
of the Candidates for said Office of County Commissioners of Harford
County, and they shall in addition to the names of said Candidates, cause
to be printed immediately under the name of each Candidate, the Com-
missioner District in which such Candidate resides. The Candidate for
nomination for said office of County Commissioner in any party par-
ticipating in said Primary Election residing in Commissioner District
No. 1, who has received the highest number of votes cast at such Primary
Election for Candidates residing in said District, shall be the Nominee of
said Party from said Commissioner District No. 1; and the Candidate for
nomination for said Office of County Commissioner in any party partic-
ipating in any Primary Election residing in Commissioner District No. 2,
who has received the highest number of votes cast as such Primary Elec-
tion for Candidates residing in said District shall be the Nominee of said
party from said Commissioner District No. 2; and the Candidate for nom-
ination of said Office for County Commissioner in any party participating
in said Primary Election, residing in Commissioner District No. 3, who
