original mortgages and of marriage licenses therein filed.

206. All expenses incurred by said clerk under the aforegoing sections
of this Act shall be paid out of any surplus revenues now in or which may
hereafter come into the hands of said clerk.

207. The Clerk of the Circuit Court for Harford County shall an-
nually, at the time he files with the Comptroller of the State his annual
account of the fees, emoluments and receipts of his office, as provided by
Section 15 of Article 17 of the Public General Laws of Maryland, also,
file with the Comptroller, under oath, a report of the surplus revenues of
his office that have come into his hands, whether from a retiring clerk or
from the receipts of the office under his own administration, applicable
to the payment of the purchases to be made and work to be done under
the provisions of said Act, with an itemized account of whatever expen-
ditures he has made in carrying out the provisions of said Act, accom-
panied by vouchers of all payments for which he claims credit, and upon
the completion of the work and other things authorized to be done under
the provisions of said Act the Clerk shall file with the Comptroller a final
report and account, with vouchers, under oath, and shall pay over to the
Treasurer of the State any balance of said surplus revenue remaining in
his hands over and above his proper costs and expenses incurred in carry-
ing out the provisions of said Act.
And the Comptroller shall transmit a copy of said reports and accounts,
as the same shall be filed with him as aforesaid, to the Clerk of the County
Commissioners of Harford County to be filed in the office of said Com-
missioners.

208. Any retiring Clerk who shall not have completed during his term
of office the work and other things authorized to be done under the provi-
sions of said Act shall, within six (6) months after the election and quali-
fication of his successor in office, render him, under oath, an account of
the surplus revenues of the office that have come into his hands during his
term or terms of office applicable under the terms of said Act to the pay-
ment of the costs and expenses of carrying out its provisions, with an
itemized statement of whatever expenditures he may have made out of
the same under the authority of said Act, and shall thereupon pay over
to his successor in office any balance of said surplus revenues remaining
over and above said expenditures, to be used by him in completing the
work and other things authorized to be done by said Act.

209. The Circiut Court for Harford County shall appoint a committee
of three competent persons, members of the bar of said Court, to select a
