the power held and exercised by the constables of this State; and the said
bailiff shall give bond, to be approved by the county commissioners, as
other constables, for the faithful performance of his duty as constable;
he shall also execute a bond, with good and sufficient securities, to be
approved by a majority of the commissioners of said town, in such pen-
alty as they may require for the faithful performance of his duties as
town bailiff, and for his accountability to the town commissioners for all
taxes, assessments, fines or penalties collected by him; and he or his
deputies shall have power to arrest, without warrant, any person engaged
in violating any of the ordinances of the town or disturbing the public
peace, and shall, without unreasonable delay, take him before some jus-
tice of the peace for trial.

133. The County Commissioners may, at their discretion, levy an-
nually upon the assessable property of the county, and pay over, to the
treasurer of said town the sum of one hundred dollars, to aid in keeping
the streets of said town, as part of the public roads of the county, in good
repair.

1920, ch. 615, sec. 123A.

134. That, in addition to the powers onferred upon said town by its.
charter, set forth in said Article, title and subtitle, the said town shall
have power and authority, and it is hereby authorized and empowered, to
levy taxes to the extent in any one year of eighty-five cents (85c) on every
one hundred dollars ($100) of taxable property in said town, instead of
seventy-five cents (75c), as heretofore provided in said charter and upon
the same terms in other respects as provided by said charter.

135. Said town is hereby authorized and empowered to issue certifi-
cates of indebtedness in lieu of its notes now outstanding not in excess,
of twelve thousand dollars ($12,000), each certificate to be for the sum
of one thousand dollars ($1,000), payable not later than ten (10) years
from the first day of May, 1920, and bearing interest, payable semi-annu-
ally, not in excess of six per cent. (6%). Should the said certificates be
issued for a shorter period than ten years, they may be renewed from
time to time should it appear desirable to do so; provided, the entire
period covered by the original certificate and renewal thereof does not
exceed ten years. It shall be the duty of the town to levy annually a
sum sufficient to pay interest on said certificates and renewals and to
reduce the said indebtedness at least five hundred dollars ($500) in each
and every year until the entire issue are paid and satisfied.

136. The said town is also authorized and empowered to pass ordi-
nances assessing special taxes for street improvements against property
specially benefited thereby, assessing an annual tax on special privileges.
