127. The commissioners of said town shall have full power and au-
thority to order and direct such other elections as may be necessary under
the provisions of this subtitle of this article, to give notice thereof, to
determine upon the number of judges of such elections, who shall act and
make their returns as provided in the preceding section, appoint them,
and fix the place for opening the polls, and the hours they shall be kept
open, and to call such town meetings as they may deem expedient from
time to time.

128. If the inhabitants of said town shall at any time neglect to make
an election as directed in this subtitle of this article, the power of electing
commissioners shall not thereupon cease, but shall continue as though such
election had been held; and the commissioners for the time being shall
remain in office until such annual election shall be held.

129. All ordinances passed by the commissioners shall be entered by
the secretary in a book, to be kept by him for that purpose, which shall
be open at all times to the inspection of any person interested; and copies
of all ordinances shall be published in one newspaper of the town, or
shall be put up in the most public places in the town.

130. All fines and forfeitures under the ordinances of said corpora-
tion shall be recoverable before a justice of the peace, as small debts are
recovered.

131. The sheriff shall receive and safe keep in the jail of the County
all persons who shall be committed thereto by any justice of the peace of
said county, for violation of any of the ordinances of the commissioners
of said town, or for the non-payment of any fine or forfeiture which may
be imposed by any justice of the peace of said county for the violation
of said ordinances, according to the tenor of said commitment, until dis-
charged by due course of law, or by payment of the fine, forfeiture and
costs.

132. The commissioners shall annually appoint an active and discreet
person to act as bailiff within the corporate limits of said town, who
before he proceeds to act as such, shall make oath or affirmation before
the Clerk of the Circuit Court that he will faithfully and impartially
perform the duties required of him as bailiff of said town, without favor
or affection, according to the best of his skill and judgment; and the said
bailiff shall have, within the corporate limits of the town of Bel Air, all
