assent to the ordinance shall deposit a ballot having written or printed
upon it the words "In favor of Ordinance No. (giving the number) of
the Commissioners of Aberdeen, authorizing the issue of (naming the
amount) dollars of bonds"; and those refusing their assent to the ordi-
nance shall deposit a ballot having written or printed upon it the words
"Against Ordinance No. (giving the number) of the Commissioners
of Aberdeen, authorizing the issue of (naming the amount) dollars of
bonds"; that the polls shall be open at twelve o'clock M., and close at,
seven o'clock P. M., and at the closing of the polls the judges of election
shall count the ballots so cast, and shall then return the same and the
tally sheets of their count to the said commissioners on the day follow-
ing that upon which the election was held, and the said commissioners,
shall immdiately announce and publish the result; and if a majority of
those voting have given their assent to the ordinance, it shall take effect
from the date of the announcement and publication of the result by the
said commissioners.

23. The commissioners shall publish annually a full and complete item-
ized statement of their receipts and disbursements in some newspaper pub-
lished in Harford County; said statement to be inserted once only, and
at least one week before the annual levy.

24. Any person may appeal from the valuation made by the assessors,
to the commissioners at their next regular meeting and the commissioners
shall remain in session as long as may be reasonable to hear and deter-
mine such appeals and give reasonable notice of such meeting and may
abate or increase the assessment as may seem just.

25. The bailiff shall have the same fees for making arrest or serving
process for the violation of any ordinance of the corporation as are allowed
constables for similar services, and when the bailiff wilfully fails to dis-
charge any duties of his office he may, in addition to the remedy of his
bond, be fined by the commissioners in their discretion not exceeding ten
dollars for any one offense, for the payment of which said fine his bond
shall be responsible.

26. The town commissioners of Aberdeen shall in each year after the
passage of this Act make a levy for town purposes on or before the 30th
day of June and shall forthwith place the tax lists in the hands of the
treasurer of said town for collection.

27. All taxes shall be fairly laid and shall not exceed in any one year
one hundred cents in every one hundred dollars taxable property in said.
