years or until their successors shall be elected and have qualified; and
they shall receive no pay for their services. The judges of election shall
have access to the tax books of said town for the purpose of determining
the qualification of any voter whose right to vote is questioned.

7. The commissioners shall bi-annually on or before the first Saturday
in April, give notice by hand-bills or by publication in some newspaper
published in said town of the election, and shall appoint three judges who
shall conduct the election according to the election laws of the State of
Maryland, except that the polls shall be opened at twelve o'clock M. and
close at six o'clock P. M. The first election held under this Act shall be
held on the first Saturday of May, 1892, and it shall be the duty of the
County Commissioners of Harford County to designate the place, and
appoint the judges of said election.

8. The commissioners shall meet in said town on or before the first
Saturday in June next succeeding their election, and as often thereafter
as may be necessary, to discharge the duties of their office, not less, how-
ever, than once in every three months.

9. The commissioners, shall, on their first meeting, after an election,
elect one of their number to be president of the board, and all vacancies in
the board of commissioners shall be filled by an election held, after ten
days' notice given by the remaining commissioners.

10. The commissioners shall annually appoint a clerk, who shall also be
treasurer, who shall keep the minutes of the proceedings in a well bound
book, which shall be open to the inspection of all persons interested there-
in, and shall record in a similar book, all ordinances passed by the com-
missioners, and the president of the board shall sign his name to all
ordinances as recorded, and the clerk shall attest his signature, and the
clerk shall discharge such other duties as the commissioners may require.

11. The commissioners shall appoint annually a bailiff and such under
bailiffs as may be deemed necessary for said town, who shall prevent dis-
orderly or irregular meetings of persons, and enforce the ordinances en-
acted by the commissioners, superintend all work being done for or by
said town corporation within its limits, light, care for and take charge
of the street lamps of the said town, and perform such other duties as the
said commissioners may prescribe, and who shall have, within said town,
all the authority of a constable in making arrest and serving warrants.
