P. L. L., 1888, Art. 11, sec. 332. 1918 Code, sec. 755.

784. They shall have power to make such contract with the Mechanics-
town Water Company for the supply of water for the purposes of the

corporation, and to erect such fire-plugs, and keep the same in repair as
they may deem necessary.

785. They may pass ordinances to pave and keep in repair, grade and
regrade the streets, lanes and alleys, and to widen the same, with the

consent of a majority of those interested; to prevent horses, wheelbarrows
and other vehicles from passing on or over the footwalks or pavements
within the taxable limits; and may tax any particular part or district

of the village for paving the streets and lanes or alleys therein, whfch
may appear for the particular benefit of such part or district.

786. They shall have full power and authority to grade and pave all
sidewalks and gutters, and compel parties on streets already graded with-
in the limits of said corporation to pave such sidewalks or gutters, and
shall have full authority to designate the material with which said side-
walks or gutters, including curbing, are to be constructed, or require the
owner or owners to reconstruct the same, out of such material as the
Commissioners may designate; and in case the parties owning the prop-
erty fronting on such sidewalk shall refuse to have such sidewalks, gut-
ters or curbing made and constructed when directed to do so by any ordi-
nance, or shall refuse to change the grade or reconstruct when directed
by any ordinance, the said Commissioners shall have the work done and
material found, and shall cause the proportion of expenses chargeable to

each proprietor to be ascertained, and may recover the same by action
in the Circuit Court or before a justice of the peace, according to the

amount awarded or may distrain the personal property of such proprietor
at any time within six months from the time when the ascertainment of
the proportion of such proprietor shall be made; provided at least two
days' notice be given by said Commissioners to the said proprietor of the

amount of his or her assessment prior to such suit or distress, and the

said corporation is hereby vested with full power to pass all ordinances
necessary to carry this section into effect.

787. They may have all ordinances passed by them published for two

consecutive weeks in any newspaper published in said village, and such
publication shall have the same effect as putting up copies of such ordi-
nances according to the provisions of Section Y70.

them expedient for the encouragement of the growth and development of
