780. If said inquisition be set aside, the court may direct another to
be taken in the same manner as the first; every inquisition shall describe
the property taken or the bounds of the land condemned, and the quantity
and duration of the interest in the same therein valued; and such valua-
tion when paid or tendered to the owner of the property or his legal rep-
resentatives, shall entitle the commissioners to the estate, use and interest
in the same, so valued for the purposes aforesaid, as fully as if the same
had been conveyed by the owner; and the valuation, if not received from
the said commissioners when tendered, may at any time thereafter be
received without cost by the owner or his legal representatives.

781. The president and commissioners of Thurmont are hereby au-
thorized and empowered to levy annually, with full power to provide by
ordinance for the collection of the same, upon the taxable property of the
corporation, such taxes as in its judgment may be necessary and proper
to pay all expenses and debts of the corporation and all obligations which
have been or may hereafter be lawfully incurred in pursuance of the power
conferred by this title of this Article and all amendments thereto and
said levy shall not be in gross, but shall designate the particular purposes,
for which the levy is made and the amount levied for each particular
purpose; such taxes when levied shall be a lien on the property on which
they are levied, in the same manner as State and County taxes are liens
on property on which such taxes are levied. It shall be the duty of the
Mayor and Common Council of Thurmont, at least ten days before each
regular election, to have prepared, in pamphlet form, a detailed statement
of the financial condition of the town, including receipts and expenses,
of all kinds whatsoever, for the preceding year. At least ten days before
such election it shall cause the same to be published in one newspaper of
the town of Thurmont, or cause a copy thereof to be mailed, postpaid, to-
each citizen of said town.

782. If any owner of property within said village shall feel aggrieved
by the assessment so made, he may appeal to the board of commissioners,
who may make such deductions from the valuation of his property as they
may deem reasonable and just.

783. The Commissioners of Thurmont may pass all ordinances neces-
sary to preserve the health of the village; to prevent the introduction of
contagious diseases; to prevent and remove nuisances; to preserve the
peace, order and quiet of the village; to prevent drunkenness, and may
pass all such ordinances as may be necessary to promote the good order
and welfare of the village of Thurmont, not contrary to the laws or con-
stitution of the State of Maryland.
