first election under this charter shall be designated by the burgess and
commissioners of said town holding office at the time of the granting of
this charter; who shall also appoint the judges and clerks of said election;
the judges and clerks of all subsequent elections shall be appointed by the
council to be elected under this charter.

663. The council shall meet at some convenient place in said town on
or before the first Monday in May next succeeding; their election and as
often thereafter as may be necessary to discharge the duties of their office,
not less, however, than once in every three months.

664. The burgess shall preside at all meetings, and shall call such
meetings from time to time as he may deem necessary, but in the event
of the absence of the burgess at any meeting, the members of the council
present shall elect one of their number to preside during his absence, who
shall for the time being be clothed with all the powers and authority of
said burgess. A majority of the council shall constitute a quorum for the
transaction of business, and the council shall pass rules and by-laws for
their own government while in session.

665. Neglect or non-user shall not work a forfeiture of this charter.

666. The Council shall annually appoint a clerk, who shall also be
treasurer, who shall keep minutes of its proceedings in a well bound book
which shall be open to the inspection of all persons interested therein, and
shall record in a similar book all ordinances passed by the Council, and
the burgess shall sign his name to all ordinances as recorded, and the
clerk shall attest his signature; and the clerk shall discharge such other
duties as the Council may require; the said Council shall also annually
appoint a bailiff, and such under bailiffs and other officers as may be by
them deemed necessary.

667. The Council shall allow their clerk and bailiff and other officers
such compensation for their services as may be deemed reasonable.

they will diligently and faithfully discharge the duties of their office
