1896, ch. 474, sec. 3. 1918 Code, sec. 636.

658. Any one violating either of the provisions of this subtitle shall
be guilty of a misdemeanor, and on conviction thereof in the Circuit
Court for Frederick County, shall be fined not less than twenty-five nor
more than one hundred dollars.

PLUMBERS.

659. Every person shall have the power and authority to employ an
unlicensed plumber, or a mechanic to do for such person repair work
about his premises situated in Carroll and Frederick counties, Mary-
land, such as the repair of pumps, windmills, pipes, machinery and work
of like nature, and such plumber or mechanic shall not be compelled to
take out any master plumber's certificate, provided, however, that if the
said premises are situated in any town, village or city in said county of
more than one thousand inhabitants and the repair work to be done is
plumbing work, then it shall not be lawful for any person to perform
such work unless he has first taken out a plumber's certificate as provided
in the acts of the General Assembly of Maryland, 1910, Chapter 436.

POINT OF ROCKS.

660. The citizens of Point of Rocks are a body corporate by the name
of "the Burgess and Council of Point of Rocks," and by that name may
have perpetual succession, sue and be sued, and may have and use a
common seal.

661. The limits of said town shall be as follows: Commencing at the
Kanawha Spring at the margin of the Potomac river, and with said river
westerly one mile; thence a northerly direction with the Catoctin moun-
tain three-fourths of a mile; and thence with a straight line to the place
of beginning.

662. The male citizens of Point of Rocks of twenty-one years and up-
ward, who have resided in said town for six months previous to the
election, shall on the first Monday in April, eighteen hundred and ninety-
two, and every two years thereafter, on the same day, at such place as
shall be designated by the council, between the hours of nine o'clock A. M.
and six o'clock P. M., elect one person at least twenty-five years of age
burgess of said town, and four persons not less than twenty-five years of
age, councilmen of said town of Point of Rocks, who, together with the
burgess, shall constitute the council, all of whom shall be taxpayers, and
residents of said town at the time of their election, and the councilmen
shall receive no pay for their services; provided the place for holding the
