water from the springs of John E. Wile and others, on North Mountain;
near the base of Mount Katalpha, to Micldletown, by the most feasible
route, and likewise all the necessary mains, pipes and fire-plugs, through
the streets and alleys of Micldletown; and that the corporate authorities
be empowered to regulate by a special ordinance the charges for pipes,
hydrants and other supplies for the maintenance and preservation of said
water works intact for the use of the citizens of the town as well as those
adjacent to the mains leading from the source of supply on the mountain
to the corporate limits of the town.

552. It shall not be lawful during or after the construction of said
water works, for any person or persons to interfere with the springs,
creeks, storage dams or reservoir of the Middletown water works, or pipes
leading therefrom or to commit any nuisance, or trespass in or upon said
reservoir or storage darn, or defile the water by bathing, or casting therein
chips, dirt, fish, filth, pebbles or stones, whereby the purity of the water
may be impaired either at the source of supply or reservoir.

553. It shall not be lawful for any .person or persons to interfere with,
break, injure, carry away or destroy any of the pipes, valves, stops, cast-
ings, fireplugs, hydrants, instruments or apparatus of the Middletown
water works, in Frederick County, leading to and from the reservoir or
storage dams of said works, on the grounds thereof or along its springs,
streams or pipes; nor shall it be lawful for any person or persons to open
any of the stops, valves, or tap any of the pipes to draw therefrom any
water without the permission of the corporate authorities of Middletown
first had and obtained, under such regulations and ordinances as they
shall prescribe.

554. It shall not be lawful for any person or persons habitually to
loiter around the reservoir or grounds thereof for amusement, or to enter
the enclosure of the reservoir without the permission of the corporate
authorities of Micldletown.

555. Upon information given upon oath or affirmation to the burgess
or any justice of the peace of Frederick County, of any violation of any
of the provisions of this subtitle, such burgess or justice of the peace of
Frederick County shall issue his warrant to be directed to the sheriff or
any constable of said county for the arrest of the offender or offenders,
and bring such offender or offenders before the said burgess or justice of
the peace of said county, and upon conviction thereof, the said offender
or offenders shall be fined not less than five nor more than one hundred
dollars, together with the costs of the 'proceedings, to be taxed as costs in
other criminal proceedings; one-half of said fine to be paid to the in-
