and Commissioners shall have power to levy and collect taxes to carry
out the provisions of this section, and to pay the interest on said bonds
authorized hereunder, and to provide a sinking fund for the liquidation
of said bonds at maturity.

548. The Commissioners may appoint annually a water superintendent
and a lamp lighter, whose duties and compensation, as well as the com-
pensation of all other officers whose appointment by said Commissioners
is provided for by this subtitle, shall be prescribed by ordinance.

549. The Burgess and Commissioners shall have full power and au-
thority to authorize and permit, and by ordinance to grant, to any rail-
road company whose road enters or is intended to enter the limits of the
corporation of Middletown, the right and privilege of laying down and
constructing its tracks and of building and grading its road along, through
and over any of the streets, lanes and alleys of said town, subject to such
regulations as may be provided by ordinance. The said Burgess and Com-
missioners shall also have power by agreement with the owners or pro-
prietors of the turnpike road, running through said town, to take charge
of and keep in repair so mulch of said turnpike road as lies within the
taxable limits, as one of the streets of said town.

550. If any person shall trespass upon the lands of any other person
or body corporate, that are used for agricultural, gardening or fruit grow-
ing purposes in Middletown Election District, Frederick County, upon
conviction thereof before any justice of the peace in said county, he shall
be adjudged guilty of misdemeanor, and shall be fined not less than two
dollars and fifty cents, nor more than five dollars for the first offense;
and not less than five dollars nor more than ten dollars for the second
offense; and not less than ten dollars or more than twenty dollars for the
third offense; and for each and every succeeding offense the same as the
third offense; and in case the person so offending shall neglect or refuse
to pay the said fines so imposed, then he shall be imprisoned in the county
jail not less than twenty days or more than thirty days for the first offense;
and not less than thirty days or more than sixty days for the second of-
fense; and not less than sixty days or more than ninety days for the third
offense; and for each and every succeeding offense the same as the third
offense.

551. The Burgess and Commissioners of Middletown shall have full
