289. They may pass ordinances to prohibit or restrain the keeping of
bawdy houses or houses of ill-fame within the limits of the city; to re-
train and prohibit all loose and suspected persona from resorting to, fre-
quenting, living or residing in any such bawdy house or house of ill-fame,
and to provide for fining and punishing all persons who shall keep, au-
thorize or suffer to be kept, any such bawdy house or house of ill-fame,
and all loose and suspected persons who shall live or reside in, or resort
to, or frequent any such bawdy house or house of ill-fame; but no ordi-
nance passed under this section shall impose a fine of more than fifty dol-
lars, or authorize imprisonment for more than three months for any one
offence.

290. They may pass ordinances to prohibit or restrain dogs from
going at large in said city, and for taxing them, and for the speedy col-
lection of such taxes.

291. They may lay taxes and collect, either by distress or by suit at
law, all taxes now or hereafter to be laid; pass ordinances to pave and
keep in repair, grade and regrade the streets, lanes and alleys, and to
widen the same with the consent of a majority of those interested; to
prevent obstructions of any kind being placed in Carroll Creek, within
the corporate limits; to prevent horses, wheelbarrows and other vehicles
from passing on or over the footwalks or pavements within, the taxable
limits; to prevent the quarrying of stone; therein, unless upon application
to the mayor, who may impose such restrictions as shall be necessary for
the public safety; to prevent trespass upon. lots, premises and enclosures
within the taxable limits, and to punish by fine any person for injury
done to fencing, or for taking growing corn, fruit, vegetables or produce
of any kind whatever; to protect and secure the safety and efficiency of
the city constables by the passage of ordinances imposing' fines on any
person who shall resist or interfere with said constables while in proper
discharge of their duty, or who shall refuse to aid such constables in the
discharge of their duty when properly summoned to do so; they may
tax any particular part or district of the city for paving the streets, lanes
and alleys therein, which may appear for the particular benefit of such
part or district, and may make a new assessment of all real and personal
property therein as often as it may be deemed necessary.

292. They may impose and appropriate fines, penalties and forfeitures
for the breach of their by-laws and ordinances, and may pass all ordinances
necessary to give effect and operation to all the powers vested in said
corporation.
