P. L. L., 1888, Art. 11, sec. 222. 1918 Code, sec. 317.

293. The Mayor and Aldermen may provide by ordinance for taking
up, fining or committing to the workhouse in said city all disorderly per-
sons and common disturbers of a neighborhood that may be found in said
city; and the overseer of said work-house shall receive and keep such per-
sons according to the terms of the commitment.

294. The Mayor and Aldermen shall have full power and authority
to pass all ordinances necessary and proper to prevent, restrain and pro-
hibit all minors from frequenting or visiting any bawdy house or house
of ill-fame within the limits of the City of Frederick, and to provide for
the punishment of the keepers of such houses.

295. The Mayor and Aldermen shall have full power and authority
to pass all ordinances necessary and proper to prevent minors from fre-
quenting or visiting any house or room within the corporate limits of the
City of Frederick in which gambling of any species is carried on, and to
provide for the punishment thereof.

296. The Mayor and Aldermen of Frederick shall have power to pass
all laws and ordinances necessary for the good government of the city;
to prevent, remove and abate all nuisances or obstructions in or upon the
streets, highways, lanes or alleys, drains or water courses; to regulate
and prescribe by ordinance, as a protection against fire, whether houses
to be built or erected in said city shall be built of wood or other materials;
and to prescribe in what parts and sections thereof buildings of wood may
be erected; and to prescribe penalties for violating any such ordinance;
to require by ordinance that every person who wishes or proposes to erect
or add to any building or buildings in said city shall make a written appli-
cation to the City Register, or such other person as shall be designated
by ordinance, for a permit to erect the same; before beginning work there-
on, and in such application to set forth the location, character, materials,
purposes and uses of said building, and before beginning work on the
same obtain a permit as now or hereafter provided by ordinance, upon
payment of such sum as the ordinance shall provide; and to provide by
ordinance penalties for the erection or beginning to erect or add to any
building without such permit; to provide by ordinance for taking down
and removing any building erected of wood in any part or section of the
city in violation of any such ordinance wherein the erection of buildings
of wood are forbidden, and for taking down and removing any building
erected without a permit first had and obtained as now or hereafter pro-
vided by ordinance; to cause sidewalks along the public streets and high-
ways of the city to be graded, paved, repaired or improved, curbs to be
set and gutters laid, at the cost and expense of the abutting property or
