or obligations, of the Corporation of Frederick for the amount authorized
to be borrowed by this Act, or any part thereof; provided, that not more
than twenty thousand dollars shall be borrowed in any one year, which
year, for the purpose of this Act, shall begin on the first day of October
and continue until the thirtieth day of September following, in each and
every year, commencing with the year nineteen hundred and fourteen;
and provided, further, that the Mayor and Aldermen of Frederick shall
levy, in each and every year, a sufficient tax to pay off all money bor-
rowed, together with the accumulated interest thereon, during the current
year, dating from the first day of October to the thirtieth day of Septem-
ber following, and apply the amount so levied to the payment of any such
indebtedness; provided, further, that at no time shall the floating indebt-
edness of the Corporation of Frederick exceed the sum of twenty thou-
sand dollars.

240. This Act shall not abridge or limit the power of the Mayor and
Aldermen of Frederick, to issue and sell bonds, upon the faith and credit
of the Corporation, in such sums, and for such purpose as it shall think
proper, in excess and in addition to said sum of twenty thousand dol-
lars, as is now or may hereafter be authorized by law or ordinance.

241. The rights, property, franchises and privileges granted by this
State to the president and directors of the Frederick Water Company,
are vested in the Corporation of Frederick; and the said corporation may .
introduce into the said city any body of water that may be necessary for
a full supply to said city, and may convey the same in such manner and
direction as the said corporation may think proper.

242. The said corporation may purchase aiid hold all such lands, tene-
ments. goods, and chattels as may be necessary to carry into effect the
provisions of the preceding section, and may grant and alien the same;
may make and lay conduits or tunnels for the conveyance of said water
under and along the public highways, streets, lanes, alleys and side pave-
ments, or any of them, of the county or City of Frederick, for the purpose
of conveying and distributing said water, and may from time to time
renew and repair the same, leaving at the same time a sufficient passage-
way for carriages, horses or foot passengers, and forthwith restoring to
their former condition all such highways, streets, lanes, alleys and side
pavements as may at any time be dug, opened or taken up.

243. They may establish reservoirs and public fountains in such parts
