bonds, and their retirement upon maturity, provided the revenues re-
ceived from said light and power operations are not sufficient for that
purpose, and is authorized to do all things in connection with the pro-
curing of the loan, the issuance and payment of the bonds and interest
thereon, and carrying on the work provided for under this subtitle or any
Ordinance passed in pursuance thereof, as may be necessary or proper,
such bonds to be issued in such manner, for such amounts, to be payable
at such times and to bear such rate of interest as the Mayor and Alder-
men of Frederick shall by ordinance provide, and when issued said bonds,
shall be exempt from municipal and county taxation.

237. Before the Mayor and Aldermen of Frederick shall engage in
the business of manufacturing, supplying, distributing and selling com-
mercial current, electric light and power, gas or other kind of light, it
shall first obtain the consent of the Public Service Commission of Mary-
land and comply with the rules and regulations of said Commission;
provided, however, that the Corporation of Frederick may engage in any
such business and do all acts and things specified in this Act, for the pur-
pose of lighting the streets, lanes, alleys, and public places of the city, with-
out the consent of the Public Service Commission of Maryland, and with-
out being subject to the rules and regulations of said Commission.

238. The Mayor and Aldermen of Frederick is hereby authorized
and empowered to make such rates and charges, rules and regulations as
it may deem proper in regard to manufacturing, furnishing, supplying,
or discontinuing such service to the consumers or users thereof; to operate
and maintain said plant or plants and employ such service in connection
therewith as it shall think proper; and to do all other things necessary
for the equipment, erection and maintenance of any such plant, the manu-
facture, distribution and sale of commercial current, electric light and
power, gas or any other kind of light, and service thereof, and for the
protection of said plant or plants and equipment as it may deem neces-
sary and proper; subject, however, to the approval orders, rules and regu-
lations of the Public Service Commission of Maryland in the same man-
ner and to the same extent as electrical corporations are subject thereto,
under Sections 346-418, inclusive, of Article 23 of the Code of Public
General Laws or any amendment thereto, when the said the Mayor and
Aldermen of Frederick are engaged in supplying current for other than
municipal purposes.

239. The Mayor and Aldermen of Frederick are hereby authorized
and empowered to borrow upon the faith and credit of the Corporation
of Frederick, such sum or sums of money, at a rate of interest not exceed-
ing six per cent, per annum, as it shall think proper, for municipal pur-
poses, with full power to issue the promissory note or notes, obligation
