218. The register shall annually publish in two papers of said city,
one of which shall be of opposite politics to the other, a full and particular
statement of all receipts and disbursements, the salaries and per diem of
all officers of the corporation, and all extra allowances that may have been
made to any officer of the corporation, and the service or considerations
of such extra allowances.

219. In the case of the death, refusal to serve, disqualification, resigna-
tion, or removal of the Mayor, or City Register out of the taxable limits
of the city, the Board of Aldermen shall elect a Mayor, or a City Register,
or both of them, for the residue of the term of office for which the said
Mayor, or City Register, was elected; provided, that no person who has
been elected Alderman for the term during which such vacancy occurs,
or for any part thereof, shall be eligible to be elected either Mayor or
City Register to fill out such unexpired term under this section.

220. In case of the death, refusal to serve, disqualification, resigna-
tion or removal out of the taxable limits of the city, of a majority of the
Aldermen at or about the same time, an election shall be held by the
voters of said city to fill such vacancies, for the remainder of such unex-
pired terms, which special election shall be held in the same manner and
under the same restrictions prescribed by this subtitle of this Article for
the holding of regular elections of Aldermen; the Mayor shall, within
five days after date of such death, refusal to serve, disqualification, resig-
nation, or removal out of taxable limits of the city, of Aldermen, fix the
time for the holding of such special election, which time for such special
election shall not be less than twenty days, nor more than thirty days,
after the date of such death, refusal to serve, disqualification, resignation,
or removal out of taxable limits of the city; the polling places for such
special election shall be fixed in the same manner and by the same officials,
and the polls shall be kept open between the same hours, prescribed for
the holding of the regular elections of Aldermen under this subtitle of this
Article.

There shall be no special registration of voters for such special election,
and only those persons whose names are on the lists of voters used at the
election of the persons, whose places are to be filled shall be entitled to
vote at the special election herein provided for.

Provided, however, that in case of the death, refusal to serve, disqualifi-
cation, resignation or removal out of the taxable limits of not more than
two Aldermen at or about any one time, the said vacancy or vacancies
shall be filled by the remaining members of the Board of Aldermen, the
Mayor, in case of a tie, to have the deciding vote as to who shall be chosen
