general business and may hold other meetings, either at their office, or
elsewhere, in or without said county, as their duties may require, and on
two of the remaining days of each week each of said County Commis-
sioners shall as their duties require, supervise the special territory in said
county allotted to him, in order that he may keep in close touch with the
needs of such special territory.

98. They are authorized to have all their printing and advertising done
by such newspapers and in such manner as shall, in their judgment, be
most conducive to the interest of the county.

99. Before any deed for the conveyance of real estate in Frederick
County shall be received for record by the clerk of the circuit court
thereof, the person offering said deed for record shall submit the same
to the clerk of the County Commissioners of said county, who shall there-
upon make transfer on the county assessment books of the said property
to the name of the new owner or owners thereof, and as evidence of said
transfer, shall stamp upon the said deed his certificate thereof, and no
deed shall be received for record without such certificate.

This section shall not apply or be construed to apply in any manner
to deeds offered or received for record between March 25th and April
5th, both inclusive, of each year. All Acts or parts of Acts inconsistent
herewith are hereby repealed.

100. The County Commissioners of Frederick County shall levy an-
nually on the assessable property within the county liable to taxation,
not less than three cents on the one hundred dollars, to create a sinking
fund for the purpose of taking up the bonded debt of Frederick County,
and they shall cause the same to be invested in stocks or bonds, or loaned
to some national bank or savings institution for the interest, and such
sinking fund, together with all interest that may accrue thereon, shall be
applied to the payment of bonded debt of Frederick County, when its said
bonds become due and payable.

101. The County Commissioners of Frederick County are hereby au-
thorized and empowered to grant to electric railway companies the right
and power to build their lines of railway on and across public roads, sub-
ject to the consent of the said County Commissioners of Frederick
