2358 ARTICLE 10.

1914, ch. 563. sec. 4.

522. Richard James, Daniel J. Gore and J. Millard Reid, are hereby
appointed Judges of Election, to hold the first election under this Act;
and they shall give notice that the election will be held and the place
and time thereof by handbills posted in public places in said town, at
least ten days before the date thereof; which election shall be held on the
first Monday of May, 1914, or as soon thereafter as may be convenient;
(any vacancy in said judges caused by death or otherwise to be filled by
the remaining judges). At which election all persons qualified as pre-
scribed in Section 521 of this Article shall be entitled to vote for five per-

-sons for Commissioners having the necessary qualifications as herein pre-
scribed. Such Judges of Election shall, however, before opening the
polls, take the oath before some justice of the peace to permit every qual-
ified voter to vote, and none other, and a majority of said judges shall

have power to do all things committed unto said judges.

523. The five Commissioners elected shall, within ten days after their

election, meet and organize, by choosing one of their number to be presi-
dent of the board, and all vacancies occurring in the board, either by

death, removal' from the town, resignation or refusal to act as Commis-
sioner, shall be filled by the remaining Commissioners by electing some
adult citizen of said town who possesses the required qualifications for
being Commissioner, and he or she shall hold office for the unexpired term

for which he or she was elected or until his or her successor is duly elected
and qualified.

524. The Commissioners shall meet in some convenient place in said

town on every first Monday in the month of April, July, October and

January succeeding their election, for the transaction of their business as

such Commissioners, and as much oftener as they shall deem necessary

to the discharge of their duties as such Commissioners.

525. Said Commissioners shall, not more than thirty days and not less
than ten days prior to an election of Commissioners, appoint three judges
of election whose appointment shall be for a period of two months from
the date thereof and who shall conduct the election according to the elec-

tion laws of the State of Maryland; except, that the hours for holding the
election shall be from three o'clock to seven o'clock P. M.; except, fur-
ther, that one of said judges may act as clerk of said election; and except,
further, that no registration shall be required to entitle any adult citizen
offering to vote to have his or her ballot received and counted. The said
judges of election shall, at least seven days prior to the holding of any
town election, give notice to the voters of Vienna of the time and place

of holding such election, by posting printed notices thereof at not less than
