234 ARTICLE 1.

FOR COMMISSIONERS.

Vote for two only.
(Same form as above.)

FOR CLERK.

Vote for one only.

The Mayor and 'Commissioners of Westernport, in addition to the
names of the persons nominated for office at the primary shall cause to
be placed on said official ballot the names of any registered voter in said
town who shall present and deliver to the Clerk of said town a petition
asking to be placed thereon, setting forth his name, residence, age, whether
he is a citizen of the United States and the amount of the assessment of
his property within the limits of the Town of Westernport and the
length of time he has lived in said Town of Westernport, and the office
which he seeks, provided said petition shall be signed by at least twenty-
five registered voters and is delivered to said Clerk at least five days
before the date of election. At said elections no ballots shall be accepted
or counted by the judges of election except those in manner and form as
herein prescribed for the official ballot, which ballot containing a square
opposite the name of each candidate may be voted by a cross mark in
said square opposite the name of the candidate voted for or the name of
the person or persons voted for may be written in the blank space pro-
vided with square opposite in which cross mark must be placed to so vote.

648. The Mayor and Commissioners shall have during the month of
May in each year power to levy an equal tax on the property within the
limits of said town, of which they may have a situs there by reason of
the residence of the owner therein, to such an amount each year, not
exceeding the sum of sixty cents on each one hundred dollars' worth of
property, as may be deemed necessary for the government of said town,
which said taxes so levied and assessed shall be collected promptly by the
clerk of said town and by the clerk paid over as collected at the end of
each and every month to the treasurer of said town appointed as such
by the Mayor and Commissioners; and the said taxes shall be a lien from
the time of levy, against the property assessed and enforceable and col-
lected by the clerk in the same manner as the collector of public county
taxes can collect such taxes. All such taxes levied as aforesaid shall be
due and demandable on the first day of September of the year levied and
thereafter until paid shall bear interest at six per centum per annum,
but if paid on or before June 1 a discount of 3 per cent, shall be allowed
and if paid on or before July 1 a discount of two per cent, shall be allowed
and if paid on or before August 1 a discount of one per cent, shall be
allowed, and the said Mayor and Commissioners shall fix the amount of
bond, its covering and obligations to be given by the clerk his rate of
compensation and by ordinance prescribe his duties as well as the duties;
