2170 ARTICLE 10.

make return thereof to the town clerk, upon blanks to be furnished by said
town clerk before the noon hour of the day following said primary elec-
tion, and at said time shall return the poll books and registry books, and on
the same day the said town clerk shall canvass the returns so received from
all the wards or precincts or polling places wherein such primary election

has been held, and shall publish at least once in a daily newspaper, and
in such other newspapers as he may deem proper the result of such elec-
tion. The two persons receiving the highest number of votes for the
respective offices for which they are candidates shall be the candidates and
the only candidates for said office and their names shall be placed upon the
ballot at the ensuing municipal election as the officers whose election is
hereinafter provided for. In case the town clerk fails to perform these
duties the Commissioners of Cambridge shall appoint a substitute to per-
form the same.

50. The male inhabitants of said town, who at the date of any munici-
pal election therein are respectively twenty-one years of age, and have been
bona fide residents of the town for one year and of the ward wherein they
severally purpose to vote for two months next preceding such election, and
who are registered as hereinbefore provided, shall possess qualifications
of voters in such ward and shall be entitled to vote at any election for
Commissioners and other officers, or at any other municipal election
therein.

51. On the second Wednesday of July, in the year nineteen hundred
twelve, and on the second Wednesday of July in each and every second
or alternate year thereafter, there shall be an election held in the City
of Cambridge for the purpose of choosing Commissioners, as hereinafter
provided, and once in each year, if the Commissioners so desire, they may
take the sense of the qualified voters, as to the passage of any ordinance
or ordinances which they contemplate passing. In the year 1912 there
shall be selected by the qualified voters of each of wards Nos. 1, 4 and 5,
a Commissioner who shall hold office for a term of four years, or until his
successor is duly elected and qualified and there shall be elected by the
qualified voters of each of wards Nos. 2 and 3, a Commissioner to hold
office for a term of two years, or until- his successor is duly elected and
qualified, and on the second Wednesday of July, in the year 1914, and
on the second Wednesday of July in each and every fourth year thereafter
there shall be elected by the qualified voters of each of wards Nos. 2 and
3, a Commissioner who shall hold office for a term of four years or until
his successor is duly elected and qualified and there shall be elected on
