230. From and after the first day of June, nineteen hundred and eight-
een, and until the first day of June, nineteen hundred and twenty-four,
or until their successors are appointed and qualified, as hereinafter pro-
vided, the control and regulation of, and the construction and repair of the
public road and bridges in Charles County shall be intrusted to a Board of
Road Commissioners of Charles County, to consist of Robert Grain and
Harry R. Bowling, who, by virtue of this Act, shall be constituted for the
purposes herein enumerated such Board of Road Commissioners of Charles
County, with entire control and supervision of the work of repairing, con-
structing, reconstructing and maintaining the public roads and bridges of
Charles County, with the right to employ such persons, obtain such teams,
implements and materials as they deem necessary for the work of repair-
ing, constructing, reconstructing and maintaining such roads and bridges;
all expenditures for which shall be paid by the treasurer of Charles Coun-
ty upon the order of said Roads Commission, or their duly authorized
clerk or agent; which said clerk or agent shall enter into bond with said
Board of Road Commissioners for the faithful performance of any trust
reposed in him, in a sum not exceeding five thousand dollars ($5,000.00),
in the discretion of said Board of Road Commissioners. Said Board of
Road Commission of Charles County shall keep, or cause to be kept, a
full and detailed record of all expenditures of said board, the persons to
whom and the purposes for which said expenditures are made, and publish
same at the time and in the manner as now provided for the publication
of the annual levy for Charles County.

231. During the session of the General Assembly of Maryland at its
January Session in the year nineteen hundred and twenty-four, and at
each regular session thereafter, the Governor shall appoint two persons,
being registered voters of Charles County, who shall constitute the Board
of Road Commissioners of Charles County, and who shall assume the
duties of their office on the first day of June succeeding their appointment,
and to hold their said offices for the period of two years, or until their
successors are appointed and qualified; the said appointments to be so
made as to maintain at all times equal representation of the two leading
political parties of the State, on said Board of Road Commissioners of
Charles County. And in event of a vacancy in said Board of Road Com-
missioners of Charles County, the Governor shall appoint a person or
persons to fill such vacancy or vacancies in said board, the said appoint-
ments to fill such vacancy or vacancies to be so made as to maintain at all
times equal representation of the two leading political parties of the State
on said Board of Road Commissioners of Charles County.
