210 ARTICLE 1.

a tax upon the assessable property in Allegany County at the rate of
seven (7) cents on the one hundred ($100.00) dollars, or such portion
thereof as shall be deemed proper by the Board of School Commissioners
of Allegany County, the same to be in addition to the tax already pro-
vided for in the preceding section hereof; of which said amount four-
sevenths (4/7) thereof shall be used for the purpose of purchasing new
school sites and of erecting new school buildings in said county, and
shall be used for no other purpose whatsoever; and the remaining three-
sevenths (3/7) thereof shall be used for the purpose of repairing and
improving school sites and school buildings in Allegany County, and shall
be used for no other purpose whatsoever; said taxes aforesaid to be levied
and collected as other taxes are, and paid over to the Treasurer of the
Board of School Commissioners of Allegany County when said new sites
have been purchased, or new buildings have been contracted for and are
in course of construction, or said repairs have been ordered; provided,
that all Acts or parts of Acts inconsistent herewith are repealed in so far
as they apply to Allegany County.

FLAGS OVER SCHOOL BUILDINGS.
1912, ch. 196, sec. 1.

573. The County Commissioners of Allegany County are hereby au-
thorized, empowered, directed and required to levy and appropriate an-
nually or so often as it shall be necessary a sufficient sum of money not to
exceed five hundred dollars in any one year for the purpose of erecting and
maintaining flagpoles and American flags over each and every public
schoolhouse in Allegany County.

574. The sum of money so appropriated shall be appropriated by the
County Commissioners of Allegany County to the use of the County School
Commissioners of Allegany County, and shall be expended by the said
County School Commissioners in erecting and maintaining flagpoles and
American flags over each and every public schoolhouse in Allegany County.

1912. ch. 196, sec. 3.

575. The County School Commissioners of Allegany County are hereby
directed to annually make an estimate, which estimate shall be submitted to
the County Commissioners of Allegany County not later than the first day
of March of each and every year, of the amount of money needed to main-
tain said flagpoles and American flags over each and every public school-
house in Allegany County, and such estimate, provided it shall not exceed
five hundred dollars, shall be the basis for the levy and appropriation of
the said County Commissioners of Allegany County.
