as Treasurer of Charles County; and the treasurer shall pay out the same
only upon orders from the County Commissioners or any other body that
may be authorized by law to give said orders, by check upon said bank
or trust company, signed by said treasurer. It shall be in the power of
the County Commissioners to require money to be paid by the treasurer
at any time he may have it in his possession or deposited as aforesaid,
for the payment of bills that may be levied against the county, and the
failure of the treasurer to conform to the requirements of the County
Commissioners to such payment as herein set forth, shall subject the said
treasurer to a liability to the county for an amount equivalent to all such
money thus held by him and ordered to be paid over at six per centum
per annum, until it shall be so paid over and also a deduction of all com-
mission on said money until said requirements shall be carried out as
designated by the County Commissioners. The County Commissioners
may at any time they see fit require the treasurer to report to them as to
the amount of money held or deposited by him to the credit of himself as
treasurer, or in other respects as to the state of his accounts; and they
may also require from any bank or trust company with whom money may
he deposited by said treasurer, any special agreement or security, in addi-
tion to the corporate liability of the bank, for the money thus deposited
by him.

93. For the collection of all taxes for State or county purposes that may
be due at the time of the passage of this Act, the said treasurer shall pro-
ceed as required by Section 9 of Chapter 509 of the Acts of 1908. For all
taxes which are levied after the passage of this Act, and that are due and
in arrear, the treasurer shall immediately after the first day of February
in each year, make up a list of all delinquent taxpayers, and the amount
for which they are respectively in arrears, and publish the same in one
week's edition in two newspapers of general circulation published in
Charles County; and if the amounts so due and in arrears are not paid on
or before the first day of April next succeeding the publication of said
delinquent list, he shall proceed to advertise and sell all of such property
as hereinafter set forth. The said advertisements shall be inserted in two
newspapers of general circulation published in Charles County, to be
designated by the County Commissioners, the fees for advertising same
to be as follows: For advertising the list of delinquent taxpayers, twenty-
five cents for each name in each paper that they shall be advertised; for
advertising said sales, one dollar for each delinquent in each paper in
which they shall be advertised; and the advertisement of sale shall con-
tain the name of the person, persons, or corporations assessed, the prop-
erty upon which the taxes are due and in arrear, with a brief description
of the property, its general location, and such reference to the title records
in the clerk's office as to render same easy of identification, the amount of
taxes due and in arrear thereon, together with the interest, costs and
