204. If the inhabitants of the town shall at any time neglect to make
an election as herein directed, the power of electing Commissioners shall
not thereupon cease, but shall continue as though such election had been
made; and the President and Commissioners for the time being shall
remain in office until such annual election shall be held.

205. The President and Commissioners of said town are hereby author-
ized to issue proposals and make contracts to build or otherwise provide
a suitable house for the storage of its fire engines and apparatus and
other town property, and a place of meeting for said board at a cost not
to exceed three thousand dollars, and may levy such special tax (beyond
said thirty-five cents if necessary which may be levied under Section 196
hereof,) on the assessable property of said town as may be necessary to
carry out the provisions of this section, and the next two sections hereof;
provided, that the amount to be levied shall not in any one year exceed
five cents on the hundred dollars of such assessable value, and in no event
shall more be so levied than shall be actually necessary to pay the bonds
to be issued under the next section hereof, and to meet the interest thereon.*

206. Said President and Commissioners shall have authority to con-
tract for the lighting of the streets and alleys of said town, and they shall
also have authority to contract with some responsible company, corpora-
tion or persons for a water supply for said town, and shall have full au-
thority to make and prescribe all regulations, restrictions and penalties
necessary and proper thereto; President and Commissioners shall not
have authority in making such contract to bind said corporation of Elk-
ton, to pay for said water supply a sum exceeding eight hundred dollars
annually; provided, that the authority to contract for water as aforesaid,
shall not be construed as giving said board power to build or construct
a system of water works at the expense or on the credit of said town.

207. The President and Town Commissioners of Elkton in making up
its tax levy each year shall include two cents on each one hundred dollars
in said levy, for the maintenance and equipment of the Singerly Fire
Engine and Hook and Ladder Company, of Elkton, Maryland.

pay over to the treasurer of said fire engine and hook and ladder com-
