199. The said bailiff shall give bond, to be approved by the County
Commissioners, as other constables for the faithful performance of his
duty as constable, and also bond to the President and Commissioners for
the faithful performance of his duty as town bailiff and as collector cf
the town tax, and for the faithful performance of such duties as shall be
imposed on him by the ordinances of the President and Commissioners.

200. He may enforce the payment of town taxes in the same manner
and with the like effect as collectors of State and county taxes may en-
force the payment of State and county taxes.

201. The Commissioners, and all other officers of the town, before they
enter upon the duties of their respective offices, shall severally take the
following oath: "I do solemnly swear that I will faithfully execute the
office of ————— to the best of my knowledge and ability, without favor,
affection or partiality."

202. The President of the Commissioners shall, in virtue of his office,
have and exercise within the limits of the town all the jurisdiction and
power of a justice of the peace, except as to the recovery of small debts;
he may call on any officer of the town, entrusted with the receipt and ex-
penditure of public money, for a statement of. his accounts as often as he
shall see proper; he shall see that the ordinances are faithfully executed,
and report to the Town Commissioners at their stated meeting, xthe gen-
eral state of the town, and may call special meetings of the Commissioners
whenever he may see proper; and the Commissioners, before the first day
of May in each and every year, by one insertion published in one or more
newspapers printed in Elkton, shall make a public statement of the re-
ceipts and expenditures of the town for such year.

203. The County Commissioners shall be relieved from the care of the
roads, streets and alleys within the corporate limits of the town of Elkton,
and the care of the same shall be transferred to the President and Com-
missioners of the town of Elkton, and in consideration of said transfer
and the keeping of said roads, streets and alleys within the said corporate
limits in good condition and repair by the said President and Commis-
sioners, and the fact that valuable county property is situated within said
town, exempt from all town taxes, but receiving the protection and benefit
of the town government, the said County Commissioners of Cecil County
shall annually levy for and pay over to the President and Commissioners
of said town a sum of not less than one thousand dollars, to be applied
towards defraying the expenses of administering the town government.
