property of the said town such new or missed property or buildings as
may be brought into or erected therein; provided, that said assessment
shall not include real or personal property situated beyond its boundaries,
nor personal property only constructively in the town though owned by
persons residing in it; and, provided further, that in assessing any of
the lands within the town which may be occupied and used as farms, such
lands shall be valued and assessed as lots of four acres of ground with the
buildings and improvements thereon and shall not be valued and assessed
by the number of acres; that all assessments made shall be subject to the
conditions and restrictions of Section 185 of this Article.

197. If any owner of property assessed within said town shall feel
aggrieved by the assessment so made, he may appeal to the President and
Commissioners, who may make such deduction from the valuation of his
property as they may deem reasonable and just.

198. The President and Commissioners may, from time to time, under
such conditions as they may by their ordinance direct, appoint such offi-
cers or select such employees as they may deem necessary to carry into
effect their ordinances and the work of the corporation, or may employ
such persons as policemen as the exigencies demand without the necessity
of passing a special ordinance in respect thereto; and, as soon as practi-
cable after their election and qualification, they shall, annually, appoint
a town bailiff, who shall continue in office until his successor has been
appointed and qualified, but shall be subject to removal by the President
and Commissioners for neglect of duty, disobedience of its orders, mal-
feasance in office or inability to discharge the duties of the office of bailiff,
and shall have, withiu the Town of Elkton, all the authority of a con-
stable in making arrests and serving criminal warrants. It shall be the
duty of the said bailiff to preserve order in the town, superintend all work
being done for or by said town and obey and perform the orders and
ordinances of said town, have charge of and care for the town property
and shall perform such other duties as may, from time to time, be pre-
scribed by the President and Commissioners, and as a compensation
therefor shall be paid a monthly salary to be fixed by the President and
Commissioners at one of its stated meetings; and the said bailiff shall not
be allowed any fees for making arrests nor shall he be allowed any emolu-
ments of office, or receive the same, in excess of the salary fixed as afore-
said; provided, however, that no person holding the office of bailiff afore-
said shall directly, or indirectly, furnish material or materials, trucks,
automobiles, teams, carts or wagons for the use of the town during the
term for which he may be appointed, or have any interest, directly or
indirectly, therein.
