the last Saturday of each month, or oftener if necessary; they shall make,
by a majority of votes of such as may be present, such rules and regula-
tions from time to time as they may think necessary for the direction,
government and support of the almshouse and insane asylum, and for the
maintenance and employment of all such persons as shall be taken under
cheir care, and all vagrants, beggars, vagabonds and other offenders that
shall be committed thereto.

14. The said, trustees at their first meeting in each year shall select one
of their members to act as president of said trustees, and one to act as
secretary of said trustees, and the said trustees may, by rules and by-laws,
define the duty of said officers.

15. It shall be the duty of the said secretary to keep full and complete
minutes of all meetings of said trustees, and an accurate account of all
expenditures authorized by said trustees, and to provide proper books
for this purpose, which shall always be open to the inspection of the
County Commissioners.

16. All accounts, claims or charges against the said trustees shall be
considered and passed upon by said board, or a majority of them, at some
meeting thereof, and if approved by said board or a majority thereof,
the said trustees shall issue a warrant upon the treasurer of Cecil Coun-
ty, for the amount of the claim or account so approved, signed by the
president and countersigned by the secretary of said trustees, and there-
upon the treasurer of the county shall pay the same, and the bond of
the treasurer shall be liable for all money deposited in his hands on
account of the said almshouse and insane asylum; provided, however,
that it shall not be lawful for said trustees to issue any warrant for
any sum in excess of the amount levied by the County Commissioners
for the support of the almshouse and insane asylum for the current year
in which such warrant is issued, unless the same is previously authorized
in writing by said County Commissioners.

17. The said trustees shall annually, on or before the second Monday in
May, report to the County Commissioners the probable amount, in their
judgment, necessary for the relief and support of the poor and insane
in the almshouse and asylum, together with a statement in writing exhib-
iting each general item of expenditure and the amount thereof, the num-
ber and names of the inmates of the almshouse and insane asylum at the
date of their report, as also such as may have been in and left subsequent
to their previous report, and also an account showing the gross amount
received and expended and how expended within the same period.
