189. The Council is hereby empowered at any time that it shall be
deemed advisable, to divide the town into election districts, and apportion
the membership of the Council among said districts, and provide for the
election of individual members of Council from the respective districts
in such manner as it may deem proper 'and best calculated to secure a fair
representation of the citizens of the town in the Council; and otherwise
to make provisions for the holding and conduct of elections, general and
special, in a manner not inconsistent with the provisions of this subtitle.

190. The members of the newly elected Council, Mayor and Treas-
urer, shall meet on the Monday following their election or as soon there-
after as practicable, but not later than November 15th of any election
year, and take the oath of office before the Mayor or a justice of the peace
of Calvert County, Maryland, to support and maintain the Constitution
and Laws of the United States and the State of Maryland and to perform
their respective duties as Mayor, Treasurer and as members of the Council
of North. Beach, to the best of their ability, without fear, favor or par-
tiality.

191. The Mayor, Treasurer and Councilmen shall serve for two years
from November 15th after their election or until their successors are
elected and qualified and the sendee rendered by said Mayor and Council-
men, as such, shall be gratuitous and without any pay unless and until
compensation be authorized and fixed by a vote of the citizens.

192. The Mayor, by virtue of his office, shall sign all orders and
vouchers for the payment of all moneys, and may call upon any officer of
said town entrusted with the receipt and expenditure of public money for
a statement of his accounts at any time he may deem necessary. He shall
see that the ordinances of the Council are duly and faithfully executed,
and shall report annually to the Council the general state of the affairs
of the town with an accurate account of all moneys received and expended
during the preceding year, as shown by the Treasurer's books, such report
to be made public for the information of the citizens. He shall act as
presiding officer of the Council and in case of a tie shall have the deciding
vote.

193. In case of the temporary absence or disability of the Mayor, the
Council may designate one of its members to act in his stead ad interim;
such appointee to have during such appointment all the powers and juris-
diction hereby conferred upon the Mayor.
