194. The Council shall meet regularly at least once each month during
the month of June, July, August and September, and as often during the
remainder of the year either -at North Beach, Maryland, or Washington,
D. C., as it may deem proper for the transaction of business. All such
meetings shall be public; provided that pursuant to a vote of a majority
of the members present, an executive session may be held. A majority
of the members of the Council shall constitute a quorum for the transac-
tion of business.

195. The Council shall appoint from, the qualified electors of North
Beach, a clerk who shall continue in office during the time for which said
Council is elected, unless sooner removed by the Council, for cause, and
whose compensation may be fixed by them. The Clerk shall keep in a
well-bound book full minutes of the proceedings of the Council. The
Treasurer shall receive all taxes and other money due the town, and shall
disburse the same on the order of the Council. The Council shall require
of the Treasurer a bond to be by them fixed and determined for the faith-
ful discharge of his duties as such treasurer, and for his failure or neglect
to faithfully discharge his duties as Treasurer he may be removed from
office on a two-thirds vote of the Council, and in such case the Council
shall elect from said electors a treasurer to serve for the remainder of the
term of the one removed. The Treasurer shall, annually and at such
times as he may be required by the Mayor and Council, furnish a detailed
statement of the condition of the Treasury.

196. The Council shall annually appoint such police officers; as it may
deem necessary, and prescribe their duties and compensation. The officers
of the peace appointed by the Council under the powers conferred by this
subtitle are hereby vested with the same powers and authority as any
constable or police officer may now have under the laws of the State.

197. The Council may appoint a scavenger, prescribe his duties and
fix his compensation to be paid out of the general fund or by a special
tax for that purpose to be imposed on the owners of the respective build-
ings and collected as the Council may direct.

198. The Council may annually levy a general tax for the expenses of
the corporation upon the taxable real property within the town limits, and
the same shall be collected by the Treasurer, or by a collector especially
appointed by the Council for that purpose, whose compensation for col-
lecting said taxes shall not exceed five (5) per cent, on the amount col-
lected, and the said Treasurer, or collector, in collecting said taxes, shall
have full power to distrain for the same in the same manner as the col-
