(12 1/2) per cent, of his grade or position; after serving thirty (30) years,
fifteen (15) per cent, of the salary of his grade or position; provided,
however, that the increase in the grade or base pay hereinbefore provided
shall take effect as to time as follows: One-half (1/2) of the said increase
in said grade or base pay, ers hereinbefore provided, shall be paid be-
ginning January 1st, 1928, and provided further that, beginning January
1st, 1929, the entire increase in said grade or base pay, as hereinbefore
provided, shall become effective, and provided further that the additional
compensation for length of service, shall continue in force as now pro-
vided by law.

745B. The Police Commissioner is hereby authorized to add to the
Police Force of Baltimore City, fifteen (15) sergeants to the number now
provided by law, one hundred and eighty-five (185), making a total of
two hundred (200) sergeants; and to add four hundred and fifty (450)
patrolmen to the number now provided by law, thirteen hundred and fifty
(1,350), making a total of eighteen hundred (1,800) patrolmen; which
sergeants and patrolmen shall be appointed, enrolled and equipped by the
Police Commissioner for the said City in the same manner asi the present
members of the said Police Force, and the members of the said Police'
Force who shall be appointed under the provisions of this section shall
receive the same compensation which may be provided by law for mem-
bers of the same rank or grade in the said Police Force of said City; pro-
vided, however, that the fifteen (15) additional sergeants shall not be
appointed before January 1st, 1929; and provided further that the Police
Commissioner shall appoint no patrolmen in excess of thirteen hundred
and fifty (the number now authorized by law) prior to the 1st day of
January, 1928; or any patrolmen in excess of fifteen hundred and seventy-
five (1,575) prior to January 1st, 1929.

745C. Notwithstanding anything to the contrary in this Act, the
Police Commissioner shall not be permitted to increase the number of
sergeants over the amount now prescribed by law, one hundred and
eighty-five (185), nor shall he increase the number of patrolmen over the
amount now prescribed by law, thirteen hundred and fifty (1,350), until
he shall have received written authority from both the Governor of the
State and the Mayor of Baltimore City. This written authority shall
contain the permission of both the Governor and the Mayor authorizing
such increase and shall specify the number of men or women to be added
to each grade or rank, but not, however, to exceed the limits set forth in
this Act.

745D. Nothing herein contained shall be construed to legislate out of
office any police officer, detective or officer of police, or any other person.
