12 ARTICLE 1.

then the provisions of this Act shall take effect and the election of officers
of said town as herein provided shall then be held, but if a majority of
the said voters shall vote against incorporation then this Act shall be null
and void for a period of one year or until the first Monday of May, 1919,
when the qualified voters may assemble and vote again upon the said
question of incorporation as herein provided. The said appointed judges
giving at least ten (10) days' notice of such time and place of said elec-
tion and at such second election should the majority of the voters vote
against incorporation, then this Act shall become null and void, but if a
majority shall vote in favor of such incorporation then this Act shall be
in full force and effect and the provisions for the election of the Mayor,
Clerk and Commissioners shall be promptly carried out as herein pro-
vided.*

BILLIARDS.

26. It shall be unlawful for any person in Allegany County having a
license to keep a billiard table or tables, under Section 9, Article 56 of the
Code of Public General Laws of Maryland (1924 Ed.), title "Licenses,"
sub-title "Billiards," to allow any one to play on or use said table or
tables between the hours of twelve o'clock midnight and six o'clock in the
morning. Nor shall any one except the proprietor or his bona fide em-
ployee be allowed to loiter or loaf in that part of the room where said
table or tables are kept, during said closing hours or on the Lord's Day,
commonly called Sunday, and said room shall be open to public view
during the said closing hours. Nor shall anyone under the age of sixteen
years be allowed to use said table or tables or to frequent, loiter or loaf
in said part of room, where said table or tables are kept.

Anyone violating the provisions of this section shall be fined not less
than Ten Dollars ($10.00) nor more than One Hundred Dollars ($100.00)
for each and every violation of this section.

27. Young Men's Christian Associations and other educational and
benevolent institutions in Allegany and Frederick counties are hereby
exempted from the provisions of Sections nine (9) and ten (10) of Ar-
ticle 56 of the Code of Public General Laws of Maryland (1924 Ed.),
title "Licenses," sub-title "Billiards," as said sections were repealed and
re-enacted by Chapter 525 of the Acts of the General Assembly of Mary-
land of 1892.

*Chapter 328, 1918, was ratified by the voters of the town as provided by this
section.
