commission may determine to establish, northwesterly to intersect the
old Annapolis road at Shipley's station, on said railroad, or to inter-
sect said old Annapolis road between a point one-quarter of a mile
south thereof and Pumphrey station on said Annapolis road; and
thence northerly along the said old Annapolis road, crossing the
Patapsco river by the Sweetser bridge, passing through the thirteenth
election district of Baltimore county, crossing the bridge known as
Hkrmon's bridge, and continuing to the corner of Bush and Russell
streets, thence along Bush street to Ridgely street and along Ridgely
street to the tracks of the Baltimore and Ohio railroad in the city
of Baltimore. The county bridge crossing the Severn river, and
above referred to, shall form a part of the said boulevard, and if the
state roads commission shall deem it advisable at any time to recon-
struct the said bridge, they may, by and with the consent of the county
commissioners of Anne Arundel county, move the southern terminus to
such a point as may be agreed upon, the northern terminus, however,
to remain as now located, so as to maintain direct connections with the
county road aforesaid, known as the Annapolis road; and should the
county commissioners of Anne Arundel county refuse or neglect to
surrender if the state roads commission the said bridges across College
creek and the Severn river, together with all approaches and privileges,
then the said state roads commission shall have the right to begin the
said Annapolis and Baltimore boulevard at the north end of said bridge,
and pass along the route hereinbefore laid down. The said highway
shall in no place be less than thirty nor more than sixty feet wide, nor
shall the macadam or other hard material used in the construction of
the bed thereof be less than sixteen feet in width. The state roads
commission shall proceed immediately to survey the route; and before
the first day of October, 1910, or as soon thereafter as is possible, lay
down the exact location of said boulevard, which plan or survey, or a
copy thereof, shall be filed in the offices of the county commissioners
of Anne Arundel county and Baltimore county, and in the office of the
city engineer of Baltimore city, together with statements setting forth
the purpose of the commission to acquire and take over any such county
roads or city streets; and the said commission thereupon, without any
further procedure, shall be vested with title to such county roads or
city streets; provided, however, that any portion of said boulevard
lying within the limits of the city of Baltimore, shall, upon the com-
pletion of such improvements, be city streets, under the provisions of
the city charter.

51. The state roads commission is hereby authorized to establish a
stone-crushing plant, or plants, to produce road material available most
economically for water or other transportation, and shall have the power
to rent, purchase or condemn stone quarries, gravel, clay, sand and
shell deposits with rights of way thereto, and wharves and landings and
switches for shipping or receiving material, and storage places, and to
