of the Lunacy Commission, and upon his approval of the same
and it shall appear that there is a deficiency between the amount
paid by the counties of Maryland and the actual costs of sup-
porting and maintaining such persons, the said deficiency shall
be reimbursed by the State.
SEC. 2. Be it enacted by the General Assembly of Maryland,
That the sum of ten thousand dollars, or so much thereof as
may be necessary, be and the same is hereby appropriated, out
of any money in the Treasury of the State of Maryland not
otherwise appropriated, to the Commissioners of Charities and
Corrections of Frederick County to pay for any and all defic-
iencies arising from the support and maintenance of dependent
insane persons of Maryland, approved and ascertained as pro-
vided in the above section, for the year 1912, and a like sum
of ten thousand dollars for the year 1913, or so much thereof
as may be necessary, and the Comptroller of the Treasury be
and he is hereby authorized and directed to issue his warrant
upon the Treasurer for such amounts, and payable to the said
Commissioners upon the production of the required approval
and certification of the correctness of the account.
SEC. 3. Be it enacted by the General Assembly of Mary-
land, That this act shall take effect from the date of its passage.

CHAPTER 659.
AN ACT to repeal and re-enact with amendments section one
(1) of Chapter five hundred and eighty two (582) of the
Acts of the General Assembly of Maryland of nineteen hun-
dred and eight (1908).
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That section one of Chapter five hundred and eighty-two
(582) of the Acts of the General Assembly of Maryland of
nineteen hundred and eight (1908) be and the same is hereby
repealed and re-enacted with amendments to read as follows:
SEC. 1. Be it enacted by the General Assembly of Mary-
land, That every private street, lane, alley or way in the City
of Baltimore which shall be hereafter laid out and opened, and
which for a period of one year shall connect with, open into,
or lead to or from any public street, lane, alley or way of
said city, and passage between which said private street," lane,
alley or way and said public street, lane, alley or way shall not
be barred or obstructed by a wall, fence or similar structure
erected along the dividing line between them, either without a
