collect the amount loaned under a petition filed with them from
the petitioner or their bondsmen in case the petition is not
allowed, but should the drainage district be established, then
from the Board of Drainage Commissioners out of the first
proceeds of the sale of the bonds of that district charged with
the loan.
No greater sum shall be loaned to one district than is abso-
lutely necessary for its use, in order that the fund may be in
circulation and be available for other projects.

CHAPTER 657.
AN ACT to amend the charter of the Burgess and Commission-
ers of Middletown, in Frederick county, by adding an addi-
tional section to Article 11 of the Code of Public Local Laws
of Maryland, title "Frederick County," sub-title "Middle-
town," as re-enacted by the General Assembly of Maryland,
Acts of 1896, Chapter 96, and as amended by the Acts of
1902, Chapter 4Y6, said additional section to follow section
359A of said article and to be designated as section 359B.

CHAPTER 658.
AN ACT to appropriate certain sums of money to the Commis-
sioners of Charities and Corrections of Frederick County for
the support and maintenance at Montevue Hospital of
dependent insane persons of Maryland to meet the difference
between the amount paid by the counties of Maryland and
the actual costs of supporting and maintaining such persons
at said hospital.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That it shall be the duty of the Commissioners of Chari-
ties and Corrections of Frederick County to keep minute and
accurate account of all monies received and disbursed for the
support and maintenance of dependent insane persons of Mary-
land in their charge and care at Montevue Hospital, and at the
end of the years 1912 and 1913 they shall prepare a complete
statement thereof, setting forth in detail all monies received and
disbursed therefor, which shall be submitted to the Secretary
