this act, shall have the right to appeal, except as otherwise
herein specifically provided within thirty days thereafter to
the Circuit Court of Calvert County, and shall have the right
if he so elect, to a trial by jury upon giving ample security for
the payment of such fine and costs as may be adjudged him in
said Circuit Court.

SEC. 39. And be it enacted, That all ordinances of the
Council shall be posted for five days in some conspicuous pub-
lic place in said town, and the certificate of the clerk entered
upon the records of the town shall be evidence of the passage
and publication of the ordinances respectively. All ordinances
shall be in force from and after the date of their last respective
publication as herein provided.

SEC. 40. And be it enacted, That the town shall not issue
bonds in excess of $5,000 except by unanimous vote of the
Council.

SEC. 41. And be it enacted, That this act shall take effect
from the date of its passage.

CHAPTER 558.

AN ACT to direct and empower the County Commissioners of
Wicomico County that whenever the owners of lands bind-
ing upon that piece or section of public road leading from
the Town of Mardela Springs, in Wicomico county, to the
Nanticoke River, at Vienna Ferry, shall comply with the
provisions of section 34, Article 91, of the Code of Public
General Laws of Maryland, for building said piece or sec-
tion of road, to direct and empower said commissioners to levy
a sum of money sufficient to pay fifty per centum of that por-
tion of said tract or parcel of land that is bounded on both
sides by marsh land.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That whenever the owners of lands binding upon that
piece or section of public road leading from the Town of Mar-
dela Springs to the Nanticoke River, at Vienna Ferry, shall
comply with the provisions of section 34, Article 91, of the
Code of Public General Laws of Maryland, as to the petition
and the bonding of the payment of ten per centum of the cost
of the construction of that part of the road bounded on both
