if the majority of the votes cast shall be "Against Sewer
Bonds," then this act shall be of no effect.

SEC. 6. And be it enacted, That this act shall take effect
from the date of its passage.

CHAPTER 551.

AN ACT to require the Western Maryland Railway Company to
erect and maintain safety gates at the crossing on High
street, in New Windsor, Carroll county, Maryland, and to
employ a flagman to operate said gates.

CHAPTER 552.

AN ACT to amend the Charter of the Town of Takoma Park,
in Prince George's and Montgomery counties, by adding new
sections thereto.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the charter of the Town of Takoma Park, in Prince
George's and Montgomery counties, be amended by adding two
additional sections, to come in after section 40H and to be desig-
nated as sections 40I and 40J.

SEC. 40I. That in addition to the powers conferred by
existing law upon the Council of the Town of Takoma Park, in
Montgomery and Prince George's counties, the said Council
shall have power to contract for periods not exceeding five
years with the County Commissioners of Montgomery or Prince
George's counties, any municipal corporation, village or town
improvement association, any person, association of persons, or
corporations, for supplying the said town or the inhabitants
thereof, or for said town or its said Council supplying such
County Commissioners, municipality, association, person, per-
sons or corporation, with water, gas or electricity, or for any
other general municipal purpose or purposes, and as to sewers
or sewerage not exceeding ten years; and whenever any work
of any nature is to be performed by said Council the cost of
which does not exceed one thousand dollars ($1,000), the con-
tract therefor may be let or the work performed by the said
Council without previous posting and publication of notice.
