der shall be deposited to the credit of the sinking fund herein
created for the redemption of the said bonds.

SEC. 4. And be it enacted, That the Commissioners of
Chestertown be and they are hereby authorized, empowered and
directed to compel the owners of all properties abutting or adja-
cent to the sewers to be constructed under this act, and like-
wise the owners of all adjacent or abutting properties on sewers
already constructed within the limits of said Chestertown, to
connect their properties with said sewers; and the Commission-
ers of Chestertown are hereby authorized, empowered and
directed forthwith to compel the owners of said adjacent or
abutting properties on the streets where sewers are now laid
in Chestertown, or where the sewers provided by this act shall
be laid, to remove all water closets, by serving written notice,
through their bailiff or any constable or sheriff on the owners
or occupants of said premises notifying and requiring them
forthwith to connect their property with the sewers of Chester-
town; and if, at the expiration of 60 days from the date of
service of said notice, said connections be not made and said
water closets be not removed from the properties, then the
owners of said properties shall forthwith be liable to arrest as
for a misdemeanor, and punishable by a fine of two dollars for
each day each water closet shall remain on said premises after
the expiration of 60 days' notice; and said fine shall be collecti-
ble as are all other fines and penalties imposed by the authori-
ties of Chestertown; and for neglect or refusal to remove said
water closets, the owner shall be liable to second and subse-
quent arrests and prosecutions, and if upon a second or subse-
quent conviction under this section- the owners of said premises
have not removed said water closets, it shall be the duty of
the Commissioners of Chestertown and of the Bailiff thereof
to cause the arrest of the owners or occupants of said premises
and they shall be liable to a fine of not less than $10.00 and
not more than $100 for such refusal to connect therewith; and
such fine or fines shall be collectible as above provided.

SEC. 5. And be it enacted, That at the next regular election
for Commissioners of Chestertown there shall be submitted to
the qualified voters of Chestertown, the question whether bonds
shall be issued for sewers, and at such election the ballots cast
upon that question shall have the words "For Sewer Bonds,"
or "Against Sewer Bonds," thereon, and if the majority of the
votes cast upon said question shall be "For Sewer Bonds," then
the Commissioners of Chestertown, or a majority of them, shall
proceed to execute the power vested in them by this act, but
